Contract length: 12 months (depending on funding)

The role The Child Protection Program Manager is a member of the program implementation team and will be responsible for managing the child protection project and activities implemented in Upper Nile state, under UNICEF funding. S/he will ensure that project activities are consistent with Save the Children's programming principles and approaches, draw on relevant best practices and lessons learned, enable children to attain their rights and are compliant with donor regulations. S/he will play an important role in the technical development of child protection national staff, especially the capacity building of the assistant programme managers, project officer and assistant project officers. The program manager will participate in emergency preparedness activities and be ready to respond in the event of an emergency.

Qualifications and experience

  • Recommended a minimum of 5 years management experience in a corporate or an NGO environment, including experience directing and implementing programs for children in both emergency and development contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies
  • A Bachelor's degree in human right law, Social science, OR development work or another relevant topic
  • Recognized leadership role in relevant technical areas at both field and country level
  • A very good understanding of child protection issues facing children in Iraq and sufficient field experience in similar settings to design and implement innovative, appropriate solutions.
  • Ability to work effectively with people of diverse backgrounds, to motivate and inspire and to promote positive, lasting change in their lives.
  • Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations.
  • At least basic experience and knowledge of effective financial and budgetary control
  • Ability to prepare draft reports against expected results and indicators
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Experience of working in an emergency setting and/or commitment to build that capacity
  • Flexibility and a sense of humour - ability to work, live and thrive under challenging circumstances
  • A team player who is able and willing to learn from others and share experiences - both professionally and personally as we live and work in a communal setting.
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English; ability to communicate in Arabic would be an asset

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in the implementation of health-related projects in both humanitarian and development contexts.

CCM has conducted several interventions in South Sudan since 1983, working mainly in Warrap and Lakes States. CCM supports local health institutions to manage Hospitals, Primary Health Care Centers (PHCCs) and Primary Health Care Units (PHCUs) in 5 counties of the above mentioned States, in order to improve primary health care services and contribute to meet the MoH priority targets, according to the national health strategies. Additionally, the current political situation of South Sudan has recently determined a high number of IDPs and refugees. CCM is committed to (i) ensure the emergency response to the current humanitarian crisis is coordinated; and (ii) preserve the already fragile health system for a possible deterioration and collapse due to the high influx of IDPs and the emergency response needed.

The Health Advisor supports CCM activities providing technical inputs on health promotion and health system strengthening issues. Specifically, the Health Advisor: a) analyses the health needs of the Country(ies) of his /her competences, b) identifies possible actions considering the local health policies, CCM strategy, Donors priorities, c) prepares projects proposals and d) supports the Country Representative and Project Coordinators in the monitoring of the activities implemented in the Country.

(S)he reports to the Country Representative and functionally to the International Programs Coordinator and health/technical experts at Head Quarters level.

Responsibilities:

• (S)he analyzes the health needs of the country through the examination of relevant documents, participation to Health coordination meetings and field visits (including needs assessments, surveys,); • (S)he identifies and defines the possible areas of action for CCM, according to the strategies of the Organization; • (S)he prepares and/or revise the project proposals to be submitted to Donors, ensuring the respect of the guidelines and the health system country polices. • (S)he supports the Country Representative, M&E officer and Project Coordinators in the planning, execution, monitoring and evaluation of CCM projects • (S)he supports the Country Representative and Project Coordinators in the selection and evaluation of relevant human resources

Job profile The ideal candidate should have proven knowledge in public health and in the management of development projects, excellent analysis and project writing skills, good negotiations and team working capacities both with local and international partners. The position requires regular field visits to the projects sites, high adaptability to the rural contexts and the capacity to provide rapid feedback and work under deadline pressure.

Main objective:

South Sudan: Finance Director, South Sudan (219315-927)

GENERAL POSITION SUMMARY:

The Finance Director is a member of the senior management team and part of the Mercy Corps Finance Department, and as such is responsible for all aspects of financial management of the country programs, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. S/he works under the direction of the Country Director and is responsible for all financial functions in South Sudan, including accounting, payments and banking, payroll, budgeting, forecasting, financial reporting and grant financial management and compliance. The Finance Director, in support of the Program Department, provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

PROGRAM/DEPARTMENT SUMMARY:

As Mercy Corps seeks to alleviate suffering, poverty and oppression around the world, the events currently sweeping across South Sudan are rare moments of opportunity. Mercy Corps is interested in strengthening its presence for early as well as longer term programming for South Sudan, including those who have been displaced.

Mercy Corps has been operational in South Sudan since 2005 and is currently engaged in series of development and resiliency programming in the north of the country. Yet since the outbreak of fighting on December 15, 2013, Mercy Corps is launching emergency programming throughout its current areas of operation including: Warrup State (Twic County), Unity State (Bentiu, Koch and Leer) and the Abyei Administrative Area. Unity State in particular is caught in the crossfire of the violence and, as such, there is a significant and growing level of humanitarian need. The emergency response program in Unity State provides life-saving support to IDPs and host communities affected by the current fighting. Mercy Corps strategy in South Sudan is to ensure that Communities affected by war and natural disasters access lifesaving assistance coupled with pre-emptive livelihoods assistance and protective resilience building support.

South Sudan is currently in the midst a major humanitarian crisis impacting the entire country. The main thrust of the work of Mercy Corps along with her national and international partners for the next foreseeable future (12 to 14 months), is focused on meeting the urgent humanitarian needs across the country. As the complexity of the crisis unfolds and unleashes itself on millions of people, the heightened insecurity and continuous acts of violence and war are making the humanitarian response not only more challenging but also highly complicated, with battle lines changing on a weekly basis, making places that are safe one week, unsafe areas the next week and vice versa.

Operations – Financial

  • Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs;
  • Maintain appropriate local insurance coverage in coordination with the Operations Department and HQ, to protect Mercy Corps;
  • Perform internal audits and reviews as required to ensure compliance with Mercy Corps and donor requirements;
  • Analyze compensation packages, taxation requirements and human resource policies for local staff to ensure that Mercy Corps’ has adequately accounted for the financial impact of local staff compensation and benefits;
  • Develop annual fiscal year budgets with the Country Director and develop and implement grant budgeting and forecasting systems with Program Managers;
  • Oversee and manage daily country-wide accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables;
  • Plan and implement systems for financial operations in all the offices in accordance with the Mercy Corps Field Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, reporting, record-keeping, grant management and compliance; and
  • Provide on-going technical support for drafting and reviewing budgets and financial narratives for new proposal development. Take the lead as appropriate in the budget development process including facilitation of review and feedback of budget by Mercy Corps HQ.

Compliance and Headquarters Liaison

  • Review and monitor partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance;
  • Ensure compliance with Mercy Corps’ procurement policies and procedures for all goods and services;
  • Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required sub-grantee reporting, as well as other financial information in a timely and accurate manner; and
  • Cooperate with HQ to create donor reports and other financial reports as needed.

Reporting

  • Provide monthly management reports to the Country Director, Head of Offices, Operations Manager and Program Managers, including expenditures by cost center/project, sub grantee reporting and other financial information, in a timely and accurate manner; and
  • Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by cost center/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.

Accountability:*Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.*

KNOWLEDGE AND EXPERIENCE:

  • A BA/S or equivalent in accounting or financerequired; advanced degree preferred.
  • At least 7 + years for Manager of progressive financial management experience, including supervisory experience required.
  • At least 4 years’ experience in grants management as well as an understanding of donor (including USAID, UNDP, EC, DFID) regulations required.
  • At least 3 years’ international experience required; international NGO/PVO field office experience is preferred.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Experience of managing system change process
  • Prior management experience and strong organizational skills.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.

LIVING CONDITIONS:

The Finance Director is based in Juba, South Sudan. The location is unaccompanied and insecure. Housing is group accommodation with limited freedom of movement beyond the house/office. There is limited access to medical services. This position requires 20% of travel by air and road to field offices in insecure environments.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. ****Responsible for (staff):**** The Logistics Manager will directly manage the Logistics staff in Bentiu office in Unity state and support programme and systems coordination. Logistics staff are functionally accountable to the Logistics Manager and are coached and technically supported by him.

****Job Purpose:****

The purpose of the Logistics Manager is to provide day to day support to the implementation of the Emergency Response programme by ensuring that the logistics systems are functioning in accordance to the needs of the programme. Under the supervision of the Area Coordinator and in coordination with ACDS/GSM s/he will enhance managerial and planning skills of Concern logistics staff and develop an efficient and cost effective logistics system that meets the logistics guidelines, policies and procedures. The position holder will lead the continuous improvement of logistics systems that are in place and amending as necessary. He/she supports programme coordination and provides effective and timely logistics support to all programme in relation to procurement, distributions, transport, stocks and property management and communications. The logistics manager will be based in Bentiu UNMIS Base, Unity state, but may be required to work elsewhere in the country depending on development of Concern’s Emergency Response programme and the security situation in country. In the absence of the Area Coordinator, the Logistics Manager will assume the role of Security Focal Point.

****Main Duties & Responsibilities:****

General Logistics Management:

  • With support from the ACDS/GSM, to ensure that the Unity programme and office implements and maintains standard Concern systems and best practice for logistics.
  • To liaise with the Juba office to ensure efficient and timely systems support and collaboration necessary to implement the programme
  • Responsible for overall management of logistics functions (procurement, transport, storage, asset management) in Bentiu, ensuring that all tasks are carried out on timely manner and in line with Concern’s and donor procedures.
  • Specific attention will be brought to procurement and stock management for all supplies for the Emergency Response. In addition to ensuring robust and efficient stock management systems are in place for Concern’s own programme, the Logistics Manager will oversee WASH and Shelter/NFI Cluster stock in support of Concern’s role as Cluster Focal Points for these sectors in Bentiu.
  • Control Concern’s assets in Bentiu and potential other field bases in Unity state ensuring that all assets are recorded, tracked, marked and monitored using a full inventory and asset register.
  • Ensure correct and adequate management of donations-in-kind paperwork, procedures and reporting.
  • Oversee the efficient management of all Concern warehouses and stores in Bentiu through regular spot checking and ensure they are operating in accordance with Concern Worldwide procedures and ensure that staff skills on stock management and inventory are up to date;
  • Oversee the on-going maintenance and running of Concern premises in Bentiu and potentially other field bases in Unity state (office, residence and stores) ensuring that adequate supplies, staffing and support systems are in place.
  • Assist the Area Coordinator and Programme Managers in the development of programme budgets, work plans and procurement plans and tracking of expenditure
  • Oversee the compilation and submission of weekly, monthly and quarterly logistics reports to the Area Coordinator;
  • Liaise with UN agencies like UNICEF, WFP, UNHCR, Logistics Cluster and other UN agencies and Cluster leaders and co-leaders and RRC or other relevant authorities. In particular, frequent liaison with Logistics Cluster to ensure the timely delivery of programme stock
  • Participate in interagency logistics meetings as applicable and provide timely reports to the ACDS/General Systems Manager and the Country Director.
  • In close coordination with the GSM provide logistics support to the Juba and Unity state Concern offices
  • Recruitment, training and on the job capacity building of national staff Logistics team

Procurement Management

  • Ensure all procurement is carried out in line with Concern’s and donor policies and guidelines.
  • Preparing tender documents and supply contracts as required
  • Preparing supply framework agreement with identified suppliers as required
  • Assist in developing an efficient and effective supply chain with the aim of reducing operational cost and keep database of suppliers and prices of frequently needed goods and services;
  • Support the ACDS/GSM in Juba to ensure extensive supplier and market reviews are carried out and a preferred supplier list is established;
  • Ensure all Concern staff are trained in order-planning and are aware of the procurement procedures and inform staff about each revision.
  • Ensure that all standards and specifications of supplies as well as procurement good practices established and exercised in Concern South Sudan.

Communications and IT systems support:

  • In liaison with and support of the National IT officer, ensure that computer and communication needs of the staff are met and that relevant operating protocols are adhered to;
  • Ensure that all communications equipment is operational, used in line with communication policies and that requisite training is provided to staff on usage protocols.
  • In conjunction with the National IT officer and programme management staff, ensure the training of all relevant programme staff in the use and maintenance of communications and IT equipment.

Position Overview:.Under the supervision of the Medical Coordinator, the Nutrition Project Manager shall provide and support coordination of KHI’s field program team with technical support and expertise in the effective management of its Nutrition and health related Projects.  Key Responsibilities:

The role

The DFID Education MEAL Manager will work closely with the Senior Programme Manager - Education Consortium, MEAL Advisor, programme managers and the Norwegian Refugee Council (NRC) to review, implement and maintain an effective monitoring & evaluation system, including beneficiary accountability and learning mechanisms for a large, complex and innovative DFID supported education project working across 5 states in South Sudan. The post-holder will also be expected to contribute towards implementation of the MEAL system as per the MEAL framework for South Sudan. The incumbent will ensure that education programming and reporting is based on evidence of good practice in line with organization strategies and international quality standards.

This role is a key part of the DFID-funded Alternative Education for all programmes that cover five of the ten states in South Sudan. The large, multi-faceted programme is implemented by Save the Children in a consortium with the Norwegian Refugee Council, and this role has the responsibility for ensuring quality and coherence in the M&E across both agencies. The post is the main link to the donor on matters relating to monitoring and evaluation; and will also be expected to work on building capacity of the field office teams.

Background
The Danish Refugee Council (DRC) is an independent, non-governmental organization that is founded on the basis of humanitarian principles and a rights-based approach to secure the protection of refugees and internally displaced persons, and to promote long-term solutions to the problems of forced displacement. DRC and its specialist human security unit, the Danish Demining Group (DDG), have worked in South Sudan since 2005; initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.
Until 2010, DRC and DDG worked independently, but in recent years there has been a process of convergence and collaboration, partly intended to produce cost efficiencies but more importantly to harness the strengths of both DRC and DDG towards integrated programs which address the rights to security, protection, basic needs and development through a single agency approach. Since July 2012, DRC and DDG have a joint operation in South Sudan, implementing humanitarian assistance, recovery and rehabilitation programs in the sectors of emergencies, mine action, food security & livelihoods, community driven development and armed violence reduction.
In 2012, DRC DDG expanded it programming through the response in Upper Nile and Unity states to the influx of refugees into South Sudan. DRC DDG has then scaled up its activities further during the present crisis in South Sudan by taking a leading role in three UNMISS Protection Of Civilian (POC) sites in the same states.
Country Context
The Republic of South Sudan was born on 9 July 2011, becoming the world’s 193rd country and marking the conclusion of the Comprehensive Peace Agreement (CPA) period that ended Sudan’s protracted civil war. South Sudan seceded with major issues unresolved, including border demarcation, wealth-sharing, and the fate of the disputed territory of Abyei. In 2012 and 2013, conflict in Sudan’s South Kordofan and Blue Nile States has forced almost 200,000 refugees to flee into South Sudan. Inside South Sudan, the government took important steps to accelerate the process of state-building. However, the effects of decades of civil war continued to impede the pace of development, and government capacity to deliver basic services remains limited.
In December 2013, South Sudan was thrown back into civil war when political disagreements turned into violence. Nine months into the crisis, some 1.4 million persons are displaced by violence inside South Sudan. The states of Upper Nile and Unity, where DRC has most activities, are among the worst affected. Around 100,000 persons are currently sheltering in Protection of Civilian (POC) sites within the compounds of the United Nations Mission in South Sudan (UNMISS).
Duties and Responsibilities

Strategic Program and Portfolio Development

  • Lead the implementation and further annual development of the joint 2015-17 DRC-DDG Strategic Program Document.
  • Manage the expansion of the joint DRC-DDG program in terms of both programming and portfolio size and diversification.
  • Plan with the two Heads of Program (DRC and DDG) the practicalities of translating the country strategy into operations, including the prioritization of new geographical areas, types of interventions, and funding opportunities.
  • Lead representation and fundraising efforts, and provide specific input and support to donor identification and discussions, proposal development, and program presentations.

Operations and Program Management

  • Identify human and financial resource gaps. Support or lead the identification of resources and resources available.
  • Ensure adherence to DRC Programme and Operational Handbooks, policies and procedures; calling for additional support if/when needed.
  • Support and oversee the monitoring and evaluation framework for collating outputs, outcomes, impact and lessons learned. Propose strategies, time frame and frequency for project data collection.
  • Ensure the implementation of the Humanitarian Accountability Principles throughout the operation.
  • Assess existing and further develop procedures for ensuring program quality and minimum standards compliance, including the implementation of recommendations from internal compliance and audit reports.
  • Ensure sound financial management of all projects and the operation in general, including the oversight of shared operating costs and master budgets.
  • Ensure performance management and HR development of line-managed staff and that they, in turn, implement the same with their teams.
  • Ensure proper coordination of humanitarian efforts with other stakeholders in the country.
  • Facilitate the efforts of the Senior Management Team, including its role in crisis management.

Advocacy

  • Attend all relevant fora/coordination meetings with the objective of strengthening DRC’s position in the country.
  • Lead the development of regional communication and advocacy messages as relevant for DRC-DDG’s priorities and positions but particularly as related to the protection of refugee and IDPs.

Safety

  • Take responsibility for the safety and security of staff and other assets in country.
  • Ensure proper safety and security planning, including regular updating of security and evacuation plans and measures, and implementation of security and contingency plan and update of DRC’s Safety Level Systems.
  • Ensure that all DRC security management protocols and procedures (Operations Handbook) are updated, made locally relevant, and applied consistently, including the tracking of MoSS.
  • Ensure that DRC-DDG is part of security networks with all possible stakeholders at the national and local levels and that appropriate information, regarding security in the areas of operation, is collected and assessed.

Reporting lines
The CD reports to the Head of Unit for Uganda, Sudan and South Sudan based in DRC’s headquarters in Copenhagen. The CD has a reporting line to DDG Head of Unit in Copenhagen for the DDG components of the program.
Your qualifications
As Country Director in South Sudan you must have a high degree of strategic and analytical thinking as well as experience in advocacy, fundraising, strategic planning, risk management and practical program implementation. Additionally you must have:

  • University degree in international relations, management, human rights, social science or related field; substantial experience can substitute but not vice versa;
  • Minimum 10 years of professional work experience within international humanitarian/development work of which a substantial time needs to be in senior management positions;
  • In-depth knowledge of and experience working with displacement issues of both internally displaced and refugees and related international standards/frameworks;
  • Familiarity with humanitarian interventions in the sectors of relief aid, mine action, food security & livelihoods, and armed violence reduction.
  • Extensive experience in above-listed Duties and Responsibilities;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff and other stakeholders;
  • Excellent negotiation, advocacy and communication skills;
  • Fluency in written and spoken English;
  • Knowledge of displacement issues and local context in South Sudan is a clear asset;

He/she reports to the Emergency Health Coordinator and works closely with the Health Managers in those program sites where he/she will be supporting the RH program teams and activities.

MAJOR RESPONSIBILITIES:

Under the supervision of the Health Coordinator, the RH Manager is responsible for:

Program support & development

  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care services;
  • Ensure that all stated RH goals and objectives are met, that projects are monitored, and that reports are submitted in a timely manner;
  • Ensure proper RH data recording in the IRC supported facilities, assisting with the compilation of data and production of RH reports on a regular and timely manner;
  • Provide technical oversight and training to field-based health staff in the area of RH, with an emphasis on national staff capacity building;

Scale up of Community Mobilization on RH;

  • Implementing strategies to increase Family Planning (FP) uptake with a special focus on community awareness raising and ensuring the availability of FP supplies in IRC supported facilities;
  • Implement trainings to create capacity for MVA and long term family planning service provision at all supported PHCCs;
  • Assisting the Health Coordinator in proposal writing for RH funding opportunities;
  • Continuously assessing RH needs and suggesting new projects to address identified unmet needs;
  • Work closely with the IRC's WPE or GBV teams at the field level to implement holistic programming to meet the diverse and unique needs of women and girls;
  • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory;
  • Any other duties as assigned by the supervisor to enable and develop IRC programs.

Grants Management & Reporting

  • Manage and oversee all the RH budget lines by means of work plans, spending and procurement plans to ensure that project deadlines are met and targets achieved;
  • Participate in Grants Opening, Mid-Term and Closing meetings;
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;

Staff Management

  • Undertake RH capacity-development activities/training for RH and clinical health staff;
  • Work closely with Health Managers to build their capacity to oversee RH activities.

Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;
  • Represent the IRC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.

JOB REQUIREMENTS:

  • Health professional (MD, RN, PA or CO) with strong public health background, MPH preferred;
  • 3 years experience in coordinating, implementing and managing reproductive health programs in emergency contexts and/or refugee settings;
  • Experience in technically supervising reproductive health staff in a complex setting;
  • Thorough understanding of gender-based violence response protocols and service provision;
  • Ability to validate and interpret health data;
  • Demonstrated ability to support and build staff capacity;
  • Ability to work independently and as a collaborative team member;
  • Fluency in English;
  • Excellent oral and written communication skills;
  • Ability to live in a high security environment;

WORK ENVIRONMENT:

Security level orange. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites, accommodation ranges from tents to traditional huts to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.

Mercy Corps leads humanitarian assistance and recovery efforts in areas affected by Sudan’s 21-year civil war - the same areas where today’s peace is most fragile. Mercy Corps’ goal in South Sudan is to respond to the emergencies and facilitate the transition to a fair and lasting peace. Our team is working with local communities helping to develop coping strategies, building their resilience and improving livelihoods.

Mercy Corps has supported beneficiaries through strengthened horticultural production, investments in youth employment and entrepreneurship, diversified livelihoods and increased access to community-based savings and credit. However, due to emergent crisis late 2013 such as political/armed conflict and localized flooding and destruction of agricultural produce, Mercy Corps program priorities in Unity state shifted to a combination of recovery and humanitarian intervention depending upon location/opportunity. The focus of the program under which this position is funded includes providing cash assistance, and supporting local markets through grants and training to traders to boost the supply and demand components of trade, expand availability of food in market ultimately improving food consumption and nutritional status at household level.

GENERAL POSITION SUMMARY:

The Emergency Cash Transfer Program Manager will be directly responsible for smooth and timely implementation of the program according to program proposal and implementation plan. This will include program planning, staff management (recruitment, training and supervision), monitoring and evaluation, timely reporting, finance management / compliance program, asset management, agency representation and security and safety compliance. This is twelve months high intensity program with large cash assistance requiring high degree of diligence with transparency, timeliness and accountability

ESSENTIAL JOB RESPONSIBILITIES:

Strategy and Vision

Mercy Corps along with other INGOs in the area is sharing a space in the NGO compound with basic services. Staff will have access to basic medical services and will need to access Nairobi for anything requiring more advanced treatment.

South Sudan: WASH in Schools Standards and Guidelines

Background

WaSH in schools (Water, Sanitation and Hygiene promotion in Schools) is a component of child-friendly school interventions that supports efforts of ensuring children go to schools that provide a sustainable safe, healthy and comfortable environment where children grow, learn and thrive. The WASH in schools programme aims to provide access to safe and child-friendly water, sanitation and hygiene (WASH) facilities along with hygiene education in order to improve health, enhance girls’ attendance, boost education achievement, and promotes gender equity as well it provides inclusiveness.

The Ministry of Education Science and Technology has developed the General Education Strategic Plan, 2012 to 2017 which is a reference document for stakeholders in the Education Sector with the aim of improving and increasing access to quality and equitable general education. According to EMIS (2013) only 40% of schools in South Sudan have access to water supply, while only 43% of the schools have toilets. Overall, most schools in South Sudan lack basic WASH facilities, including inadequate hygiene education programmes.

While the current WASH in schools interventions by the Ministry of Education, Science and Technology and various stakeholders have helped to address some gaps through various projects, the main challenge has been the sustainability of these WASH facilities, especially with regard to operation and maintenance. It is also worth noting that organizations engaged in WASH in schools interventions in South Sudan introduce different types of sanitation and water facilities and some of the facilities do not meet basic standards such as availability of hand washing facilities, separate toilets for girls and boys, access for children with disabilities, suitability of the facilities for the end user needs, etc.

The Consultant will be working closely with GPEP UNICEF Team, WASH UNICEF Team, MoEST staff, MEDIWR staff and partners involved in WASH in schools programmes and other relevant stakeholders in South Sudan. It is expected that the WASH in Schools standards/guidelines will be comprehensive and this is to concur with MEDIWR WASH Strategic as well as Rural WASH Investment and Action Plan 2012 - 2015.

Justification

The development of the WASH in schools guidelines will contribute towards the goals of the General Education Strategic Plan, 2012 to 2017 as well as the MWRI RSS (MEDIWR) WASH Strategic Framework. UNICEF, in collaboration with the Ministry of Education Science and Technology, and the Ministry of Electricity Dams Water Resource and, Irrigation, as well as the Education sector Technical Working Group and the WASH in Schools actors, have agreed to develop a set of standards based on the local context as guidelines for the WASH in schools programme which will be used by all stakeholders in the sector. Specifically these proposed standards will contribute to the following strategic objectives:

· Increased access to general education and promoting equity in schools

· Improved primary school attendance, health and cognitive development

· Increased girls ‘attendance and participation in education as a result of improved personal menstrual hygiene practices and facilities in the school

· Inculcate positive hygiene behaviors that may last a life time

· Outreach to families and communities, through the participation of students in hygiene promotion

· Overall improved quality of learning environments in South Sudan.

· Improved operation and maintenance of School WASH facilities resulting to their sustainability.

· .

The proposed WASH in schools guidelines will enhance the enabling environment for improving the WASH in schools situation in South Sudan.

The proposed structure for the WASH in schools guidelines should be in the following sections:

Section1: Background, objectives, strategies and structure

Section 2: Child-friendly School principles, standards and criteria

Section 3: Hygiene promotion approaches, especially menstrual hygiene practices.

Section 4: Human resource development at school level (teachers’ training, etc.)

Section 5: Operation and maintenance of WASH facilities

Section 6: Monitoring of WASH in schools

Section 7: Technical guidelines

7.1: Norms for water and sanitation

7.2: Options for school latrines drawings, designs, and bill of quantities

7.3: Options for Water supply in schools, including drawings, designs and bill of quantities.

7.4: Options for Operation and Maintenance of WASH facilities.

7.5: Options for formation of Sanitation and Hygiene Clubs

Furthermore, these guidelines will consolidate and streamline the various existing WASH in Schools practices in South Sudan. The WASH in Schools standards are expected to systematically guide the various stakeholders in the delivery of Wash in Schools in South Sudan.

Specific Tasks

The overall objective of this consultancy is to develop a comprehensive document on policies, standards and guidelines for WASH in Schools for South Sudan in collaboration with the Ministry of Education Science and Technology, and the Ministry of Electricity, Dams, Irrigation and Water Resource as well as other stakeholders. It is expected that the following specific objectives will be achieved:

  1. Review and compile various WASH in School guidelines, manuals and standards from other countries as well as UNICEF materials and publications on WASH in schools.
  2. Consult with Ministry of Education, Ministry of Electricity, Dams , Irrigation, and Water Resources, NGOs and other agencies involved in the WASH in schools interventions in South Sudan for additional information and views on WASH in schools guidelines
  3. Conduct field visits to thirty pilot schools selected from different states to asses WASH in schools facilities in urban and rural areas including operations and maintenance and prepare a case study.
  4. Develop first draft of WASH in schools guidelines including lay out.
  5. Present first draft of WASH in schools guidelines at a workshop for stakeholder consultations with key stakeholders from the Ministry of Education, Ministry of Electricity, Dams, Irrigation and Water Resources, representatives as well from State Ministries of Education, NGOs and other agencies involved in WASH in schools interventions for inputs and comments on the first draft
  6. Prepare second draft of WASH in schools guidelines incorporating comments from the first draft along with illustrations, drawings, figures, maps, tables, bills of quantities and charts
  7. Prepare summary Power Point presentation of the second draft WASH in schools guidelines and abridged Summary version at a validation workshop for all stakeholders
  8. After a review of the second draft by all stakeholders at the validation workshop, finalize WASH in schools guidelines and present hard and electronic copies to UNICEF in format ready for printing with illustrations, drawings, figures, maps, tables, bills of quantities and charts after official approval by both MES&T and MEDIWR – RSS.

Methodology

The methodology to be employed in developing the WASH in schools standards is expected to include the following at minimum:

(1) Literature review of the existing various WASH in School guidelines, manuals and standards from South Sudan and other countries as well as UNICEF materials and publications on WASH in schools as well UNICEF/MWRI-MEDIWR Technical Guidelines

(2) National and State level consultations using a standard checklist.

(3) Field Visits to at least pilot thirty schools to assess current WASH in schools practices at selected schools from different states.

(4) Consultation workshop involving all key stakeholders including pupils’ representatives.

(5) Validation workshop.

Expected Deliverables

The expected deliverables, which will trigger payments, are as follows:

Reporting

The Consultant will work under the supervision of the WASH Officer with a secondary reporting line to the Construction Engineer within Education section. A reference group comprising of the GPEP team, WASH team, representatives of the MoEST, stakeholders and representatives from the Directorate of Water and Sanitation will provide oversight of the work and will be responsible to approve the products of this Consultancy.

Expected background (Qualifications & Experience)

The Consultancy must have proven experience in developing Wash in Schools Guidelines preferably in development related sectors. Specifically the consultant is expected to have the following experiences, skills, knowledge and qualifications.

  1. Advanced University Degree in environmental studies, public health, education, civil engineering, social sciences, or other relevant field of study;
  2. At least 5 years of experience in the sector especially in Education or WASH in Schools,
  3. Demonstrated experience working in the areas of proposal development, programme management, strategic planning and policy and strategy development.
  4. Experience in developing guidelines, preferably for WASH in schools.
  5. Excellent communication skills, including report writing skills and facilitation skills
  6. Excellent writing, communication and presentation skills in English (oral and written);
  7. Familiarity with the current developments, research, best practices and global trends in the WASH in schools sector.
  8. Knowledge of South Sudan Education systems and environment is an asset;
  9. Knowledge about building design and construction is an asset.
  10. Demonstrated ability to meet deadlines;
  11. Ability to deliver highest quality products in the allotted period of time, under the guidance and supervision of the reference group or Technical Working Group.

General Conditions:

Terms of payment: Consultants shall be paid in a lump sum in three months each of which is determined by deliverables and deadlines.

A. 1st payment (30%) - upon submission and approval of: Report of the Consultative meetings and Hard and electronic copies of the case studies on WASH situation in primary schools highlighting operations and maintenance situation with proposed strategy for sustainability of school WASH facilities.

B. 2nd payment (30%) - upon : submission of first draft of WASH in schools guidelines including layout and presentation of first draft at the consultative meeting, and Minutes of the consultative Workshop

C. 3rd Payment (40%) up on completion of second draft of WASH in schools guidelines including layouts, Power Point Presentation for the validation workshop, Minutes of the Validation Workshop andFinal Consolidated WASH in schools guidelines and abridged Summary Document Hard and electronic copies.

D. Note that final payment to a consultant is dependent upon the completion of deliverables to satisfactory standard and endorsed by the Reference Group.

Policy both parties should be aware of:

Ø The consultants will not be provided lodging and/or meals.

Ø UNICEF may not provide the consultant office space and consultant need to arrange his own working space.

Ø The consultants should provide his/her own materials, i.e. computer, office supplies, etc.

Ø Consultants are not entitled to payment of overtime.

Ø The contract commences when it is signed by both UNICEF and the consultant.

Ø Fees are payable upon satisfactory completion of the contract and acceptance by UNICEF. Standard UNICEF procedures will apply for invoicing and all other financial management requirements set out in the contract. The Deputy Country Director-Partnerships role will assist the Country Director in oversight and management of a portfolio of partners, ensuring the effective design, assessment, resourcing and monitoring of partner projects in support of the delivery of Tearfund’s 4 outcomes while ensuring projects reflect Tearfund Quality Standard commitments. This post will lead engagement with national advocacy platforms to advance the efforts toward Peace and Reconciliation and enable support for such to connect with local churches and communities. The postholder will manage advisory or technical staff as required, as well as consultants, and will represent Tearfund externally.

Tearfund has worked in South Sudan for over 40 years through local partners and currently works with nine different partners each undertaking a variety of development, humanitarian and advocacy projects to contribute to the recovery and development of local communities in South Sudan. Our partners include Church denominations and Christian NGOs, and are complimented by our separately managed direct operational work

Candidates must be committed to integral mission approaches, in particular local church-based community initiatives, and have a passion to see the local church in South Sudan developing its role in addressing poverty. The successful applicant will have proven experience in advocacy work specifically around peace building and reconciliation. Essential experience in community development and project management are also required, as is excellent relational skills to be able to work effectively with the leaders of Church denominations and para-Church organisations.

The successful applicant will be educated to degree level with a good and proven understanding of current relief and development issues. Excellent written and spoken English, good cross-cultural awareness and a genuine heart for the poor are essential for this role.

JOB OVERVIEW: The Grants Manager provides day-to-day oversight of a number of projects within a specific portfolio. The Grants Manager is the focal point for all proposal development, donor reporting, information management and grants management capacity-building efforts within their portfolio. The Grants Manager also provides key support to the Grants Coordinator in programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations and other key functions as required.

MAJOR RESPONSIBILITIES: The Grants Manager shall:

  • Lead the development of high quality funding proposals for submission to donors in coordination with Program Coordinators and the Grants and Budget Manager, as requested by the Grants Coordinator.
  • Lead day-to-day aspects of donor reporting processes to ensure the timely submission of high quality programmatic reports, and coordinate with the Grants and Budget Manager and the Finance team to ensure timely submission of budget modifications and financial reports.
  • Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.
  • Monitor and facilitate compliance of programs with donor and IRC requirements and raise issues affecting external/internal compliance to the Grants Coordinator.
  • Assist the Grants Coordinator in preparing, reviewing and modifying memoranda of understanding and contracts of grant agreements as needed by the IRC South Sudan Country Program.
  • Support the Grants Coordinator in the preparation and follow-up of grants operations meetings, and lead the meetings as requested by the Grants Coordinator.
  • Build grant management capacity of field staff by facilitating training, and providing one-on-one follow up support, in report writing, proposal development and other topics.
  • Support the Grants Coordinator in other key grants management, program development, monitoring and evaluation, communications and external relations activities as requested.

ESSENTIAL REQUIREMENTS:

  • At least 2 years of international work experience in relief or development programs, including playing a significant role in, or leading, funding proposal submissions for institutional donors;
  • Prior grants management experience and familiarity with USG (USAID/OFDA, BPRM), European (DFID, ECHO, Danida, Sida), and UN (UNHCR, UNFPA, UNICEF, CHF) donor regulations, procedures and requirements;
  • Familiarity with international standards for key program areas (Sphere standards, health, protection, gender-based violence and livelihoods standards);
  • Excellent written English skills and familiarity with budgeting using MS Excel;
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines;

South Sudan: Integrated Community Cased Management (iCCM) Coordinator

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW:

The integrated Community Case Management (iCCM) Coordinator is responsible for strategy development, program design, technical support to ensure quality implementation, standardization, monitoring and evaluation of all CCM and nutrition activities in the iCCM program. Primary duties will include strengthening the iCCM program, in collaboration with the Senior iCCM Nutrition Manager and the Nutrition coordinator, and providing technical oversight of the iCCM program across all sites of implementation. Focus is on program quality, with program progress being monitored and evaluated against quantifiable benchmarks, and business development, to ensure sufficient funding for multi-year robust programming.

The iCCM Coordinator reports to the Deputy Director of Programs and is based in Juba with regular travel to the field.

MAIN RESPONSIBILITIES:

Program Management & Development

  • Ensure that the iCCM program is utilizing standard protocols, policies and guidelines as prescribed by MoH and WHO
  • Oversee the technical aspects of the implementation and coordination of the iCCM program, providing support to the program managers to develop work plans to guide implementation of approved grants.
  • Support the program managers and field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.
  • Conduct regular communication and program monitoring meetings with iCCM program managers.
  • Develop and/or improve monitoring and evaluation mechanisms for the iCCM program, ensuring that iCCM teams in the field actively monitor set indicators and evolving concerns of the target communities.
  • Work collaboratively to integrate iCCM with other program sectors where appropriate, particularly with the nutrition and health programs.
  • Coordinate and participate in the development of new proposals and initiatives for the IRC South Sudan iCCM program in accordance with the country program strategic plan, IRC program framework and IRC iCCM strategies.
  • Coordinate and participate in the development of budgets for program proposals in conjunction with the grants and finance departments.
  • Work with the Deputy Director of Programs and the iCCM team to strengthen the iCCM sector in IRC South Sudan, defining the strategic direction of the iCCM programming and establishing a Country Sector Strategy.
  • Conduct regular consultation with the iCCM Technical Advisor and Nutrition Technical Advisor at the Health TUs and seek advice on all matters of significance to the program.
  • In coordination with the Senior iCCM Nutrition Manager and Nutrition Coordinator, coordinate and plan visits for the iCCM Technical Advisor and Nutrition Advisor from the Health TU.
  • Work closely with the iCCM program managers to ensure recommendations highlighted from the Technical Advisors visit report are implemented and realistic action plans are put in place and followed by the managers.
  • Liaise regularly with the relevant HQ technical units.

Staff Support

  • Provide ongoing training and technical support and guidance to the program managers, and ensure all iCCM staff adhere to best-practice principles in all aspects of program implementation.
  • Establish regular and direct communication lines with all the program managers.
  • Conduct technical interviews of candidates for iCCM program manager positions
  • Work with the Field Coordinators/Managers to ensure technical aspects of the Performance Management System documentation for the program managers is in place and followed up regularly.
  • Support Field Coordinators/Managers to ensure that program managers put capacity development plans in place for the iCCM teams based on documented capacity needs assessments.

Grants Management and Reporting

  • Review progress in achieving program objectives and targets in collaboration with the programs managers.
  • Participate in Grants Opening, Mid-Term and Closing meetings.
  • Review technical aspects of internal and external reports prepared by the iCCM Managers within agreed deadlines using IRC and donor formats, as required.
  • In collaboration with program managers, review Budget vs. Actual expenditure for iCCM programs on a monthly basis.
  • Bring any over/under expenditure issues to the attention of the Field Coordinators/Managers and the Program Managers in a timely manner and jointly develop corrective plans in collaboration with the DDP and the Grants team.

Representation and Coordination

  • In coordination with the DDP actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Establish networks with UN, INGOs, and local partners to promote technical capacity and develop strategic partnerships, including active participation in cluster meetings and act as secretariat for the iCCM Technical Working Group.
  • Participate in inter-agency nutrition forums at national and international levels, along with the Nutrition Coordinator.
  • Represent the iCCM program with national authorities, non-state actors, UN agencies, NGOs, and donors.
  • Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC's iCCM programming in South Sudan.

JOB REQUIREMENTS

  • iCCM professional with a related degree in iCCM or Public Health and significant experience in iCCM in emergencies
  • Minimum of five years overseas professional experience in program implementation in the field of iCCM or similar
  • Ability to remotely work with teams in an advising role
  • Demonstrated experience in capacity building, project design and budget management
  • Understanding of protection principles and likely protection concerns arising in the South Sudan context as well as conflict sensitivity
  • Experience in working with and coordinating with the UN, donors, INGOs and other stakeholders
  • Strong interpersonal, intercultural and communication skills.

  • Fluency in English.
