Purpose of the Position

UNICEF has been endorsed as the Managing Entity (ME) for South Sudan’s Global Partnership for Education Programme (GPEP) which is jointly funded by the GPE and USAID. The responsibility of the ME is demanding both in terms of technical assistance and procedural managerial support to the Ministry of Education Science and Technology.

Under the guidance and supervision of the GPE Manager, provide technical support towards the implementation of GPEP activities in compliance with UNICEF rules, regulations and policies whilst ensuring adherence to donor, i.e., USAID, guidelines and procedures. The Education Specialist will be accountable for planning, implementing, monitoring and evaluation of specific components of the programme and ensure efficiency and effectiveness of programme management towards the delivery and accomplishment of programme goals and objectives and in compliance with both established UNICEF and USAID guidelines and procedures.

The Education Specialist will be accountable for identifying inequalities including gender inequality and ensure the GPEP contribute to their reduction. S/He ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education. S/he will prepare relevant documentation and technical reports for donors and periodic program updates. The Education Specialist will support GPEP implementation collaborating across the Education and Adolescent Development programme as well other sectors to promote inter-sectoral synergy and efficiency in order to ensure that progress benefits mutually Education and Adolescent Development and other programmes, in particular Water and Environmental Sanitation, Child Protection and Nutrition.
Contributes to synergize the work of United Nations agencies in Education for All goals including in humanitarian actions, working with the Education in Emergencies Unit and Education Cluster within the inter-agency standing committee (IASC), as may be required.

Key Expected Results

  1. Timely input, support and collaboration to Education Sector Situation Analysis and its periodic update made for effective programme planning, development and management, in a gender-specific framework. Partnership with stakeholders, including knowledge institutions strengthened to further understanding of barriers to and opportunities for advancing the 3 priorities themes (the "3Es") - Equal access and universal primary completion, Empowerment through girls' education and gender mainstreaming, Emergencies and post-crisis education cluster interventions.
  2. Knowledge management effectively promoted through drafting/finalizing key GPE programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange, with partnerships and collaborative relationships with all stakeholders, capitalizing on the know-how and network of knowledge institutions.
  3. Rights-based Education programming effectively promoted, and coherence, synergy and value added to programme management process through results-based management. The four core partnerships as well as selective partnerships on specific issues and themes of concern, such as conflict sensitivity in education, inclusive education, Girls' Education, Alternative Education, i.e., for Out-of-School Youth, exploited efficiently in order to formulate common advocacy position, develop policy guidance and influence allocation of resources on behalf of education.
  4. Work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches, and gender mainstreaming across programmes and partnerships promoted for coordinated support of national efforts to achieve the MDGs 2 and 3.
  5. Programme delivery, evaluation and reporting carried out efficiently and transparently in compliance with the established UNICEF and USAID guidelines and procedures.
  6. UNICEF's global goals effectively promoted through advocacy and policy dialogue in the Education sector.
  7. Proper and timely UNICEF and Government accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for the Education sector. The four core partnerships in education - Education for All Global Action Plan (EFA - GAP), Education for All Fast Track Initiative (EFA - FTI), The United Nations Girls Education Initiative (UNGEI ) and Inter Agency Standing Committee (IASC) Education Cluster for Education in Emergencies - catalyzed to accelerate progress in achieving the Millennium Development Goals 2 and 3.
  8. Effective communication and networking achieved through partnership and collaboration, focussing on the 3 priorities themes (the "3Es") and the 2 cross-cutting areas - Early Child Development and school readiness and Enhancing quality in primary and secondary education - which reflect UNICEF comparative advantage and expectation that donors and partners have on UNICEF ability to help the country to achieve the MDGs.

Qualifications of Successful Candidate

Education Background:
Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or a Social Sciences field relevant to international development assistance.
*A first University Degree with a relevant combination of academic qualifications and experience may be accepted in lieu of Advanced University Degree.

Work Experience:

  • At least five years of progressively professional work experience at national and international levels in field programmes relevant to Education.
  • Experience working with the UN, USAID or other major international development organization is required. Global Partnership for Education (GPE) programme experience in a fragile environment would be an asset
  • Experience in national level development assistance is an asset
  • Experience with addressing gender disparities desirable
  • Background/familiarity with Emergency and Conflict

Language Proficiency:

Fluency in English and a second UN language (Arabic is an asset)

South Sudan: Country Coordinator / Disaster Management Delegate

The Danish Red Cross is seeking an experienced disaster management delegate for the position as DRC Country Coordinator for South Sudan. The Country Coordinator forms part of the East Africa/Horn of Africa team and is overall responsible for developing and implementing DRC’s strategic plan for South Sudan and for the successful management of DRCs programme portfolio as well as the partnership with South Sudan.

The Danish Red Cross supports a number of Red Cross National Societies in the East Africa/Horn of Africa region. The support focuses on emergency support, psycho social support, disaster risk reduction, health, volunteer management and organizational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity.

DRC has cooperated with the South Sudan Red Cross (SSRC) since 2005 and is currently expanding its operations in response to the escalating emergency needs. With support from the Danish Government, DRC assists the SSRC to respond to the many humanitarian needs in the country spurred by the conflict situation.

The current programme portfolio includes a disaster management capacity building programme to strengthen the capacity of SSRC to respond to the humanitarian needs in the country, a life-saving disaster response intervention, as well as a psychosocial programme for people affected by the conflict. There is currently one other DRC programme delegate in the country.

Responsibilities
As Country Coordinator, you will ensure that Danish Red Cross’ obligations in South Sudan concerning emergency response programmes and capacity building measures are adhered to and donor reporting (narrative and financial) are properly carried out. In addition, you will ensure that relevant Red Cross and donor guidelines and policies are adhered to. In coordination with SSRC, you will liaise with relevant agencies and donors as well as participate in coordination and information sharing within the Red Cross Movement. Furthermore, you will ensure that programme funds are used and accounted for in accordance with approved activity plans, budgets and provisions.

Expanding the portfolio will also constitute a substantial part of your responsibility. While the DRC Head of Region is overall responsible for all DRC staff in East Africa region, you will be the technical line manager for one other international delegate based in the country. In your capacity as disaster management delegate, you will provide technical assistance, managerial and professional support to your counterparts in SSRC with respect to the preparation, implementation, supervision, monitoring and evaluation of programme activities.

Experience and qualifications
You have a minimum of 7-years of solid experience in the implementation of disaster management programmes. Experience from the East Africa region and the Red Cross Movement will be an advantage. Experience with DANIDA specific funding, hereunder implementation and reporting procedures is a strong asset.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. You are self-motivated and due to the emergency situation in the country, you will be ready to hit the ground running. The ability to work in a challenging and stressful and complex conflict environment is essential.

Project cycle and financial management experience as well as project proposal writing is essential and excellent English speaking and writing skills are key requirements. You must be self-supporting in computers and possess a valid international driving license.

Employment Conditions

The starting date is 15 January 2015 or soonest thereafter and the length of the contract is 12 months with the possibility of extension.

Your duty station will be Juba, South Sudan. The position is a non-family duty station. Travelling to the programme areas will take place regularly and will require at least 30% of the contract period. You will report to the DRC’ Head of Region for East Africa region based in Kampala, Uganda. The salary including all allowances and pension will be between DKK 41,500 and 42,500 pending qualifications and experience.

South Sudan: Deputy Director of Operations

BACKGROUND

IRC began working in South Sudan in 1989. South Sudan declared independence from Sudan in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. In December 2013, a civil war started after a political dispute. The security situation remains fragile and testing operational challenges abound. IRC South Sudan operates a country office in Juba and field offices in Lakes, Unity, Northern Bahr el Ghazal and Jonglei states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, nutrition, food security and livelihoods, women's protection and empowerment and protection.

SCOPE OF WORK

The Deputy Director for Operations (DDO) oversees the country program's critical support functions: communications, supply chain and security, ensuring that all the necessary systems, policies and procedures are up to date, rolled out, understood, and implemented in all locations in close coordination with Deputy Directors of Field Management (DDFMs). S/he is a member of the country senior management team, reports to the Country Director and supervises the Supply Chain Coordinator, Security Coordinator and IT Manager.

RESPONSIBILITIES

POLICIES, PROCEDURES AND COORDINATION

  • Implement operational systems to support new and existing IRC programs in consultation with DDFMs and Field Coordinators.
  • Work with DDFMS to ensure functional operational support is in place in all field sites.
  • Ensure implementation of IRC global operational policies at a national level. Ensure compliance with donor regulations.
  • Serve as a focal point and maintain communication with HQ and regional operations staff.
  • Ensure each department works effectively with the other departments to improve planning and resource utilization.

SUPPLY CHAIN

  • Ensure Supply Chain Coordinator has adequate oversight of the supply chain function in both new and existing IRC programs and maintain strong working relationship with DDFMs, DDP to ensure effective delivery of supply chain support to program activities.
  • Ensure application of the IRC Global and donor Procurement and Supply Chain Policies.
  • Provide strategic, proactive and supportive leadership to Supply Chain and ensure highest level of accountability.
  • Ensure country supply chain policies are disseminated to all staff and work with DDFMs to ensure policies are implemented across field offices.
  • Work with the Supply Chain Coordinator to ensure that supply chain is optimally structured and staffed to meet operational changes needed in support of program expansion or re-direction.
  • Work with the Supply Chain Coordinator to ensure compliance with IRC policy throughout all sites.
  • Monitor supply chain department performance against set standards to identify areas for improvement and work with Supply Chain Coordinator to develop improvement plans.

INFORMATION & COMMUNICATION TECHOLOGIES (ICT)

  • Oversee the IT department and work with IT team to ensure adequate support is provided to field offices.
  • Review IT department performance against set standards and work with IT Manager to develop improvement plans.
  • In collaboration with the IT department in HQ support the V-SAT integration project, maintain and upgrade IT systems to support Internet communication throughout the country program.
  • Develop IT equipment replacement plan based on IT Annual Audit Report; ensure budget gaps are addressed in budgets.
  • Ensure IT policy is developed and ensure staff are trained in basic IT policy.

BUDGET & FINANCE

  • Oversee operating budget for IT, security and SC functions and ensure spending by budget holders is timely, on budget and compliant.
  • Maintain close working relations with the Finance Controller, DDP, DDFMs and Grants Coordinator to ensure coordinated Juba operations inputs during budget development, including a capital equipment replacement plan, and ensure additional funding is sourced to address any budget shortfalls.

SECURITY

  • Provide management support and oversight in developing security policies and procedures and work with Security Coordinator to ensure staff are trained in basic security procedures.
  • Review security department performance against set standards and work with Security Coordinator to develop improvement plans.
  • Where appropriate, support the Security Coordinator to carry out Country Security Focal Point responsibilities.
  • Ensure that the Country and Field Security Management Plans, Contingency Plans and SOPs are updated on an annual basis in collaboration with Security Coordinator Field Coordinators.
  • Work with Security Coordinator to develop PowerPoint presentations for security orientations in Juba and all field sites
  • Provide support to the Security Coordinator and CD in incident management as needed.
  • Facilitate all visits by the Regional Safety and Security Advisor.
  • Ensure Security Coordinator has an annual workplan developed and priority issues are addressed in the first/second quarter of the year.
  • Ensure the Security Coordinator carries out security orientations for all new staff and IRC visitors to South Sudan.
  • Ensure Security Focal Points carry out field specific security orientations for all new staff and IRC staff visiting the field.

CAPACITY BUILDING

  • Work with DDFMs, FCs, Supply Chain Coordinator and Senior HR Coordinator to identify training and staff development needs for operations staff and develop initiatives to address them.
  • Provide ongoing assistance to Supply Chain, Security and IT staff and develop approaches to ensure continuous monitoring, coaching and support to them.

REPRESENTATION

  • Represent IRC South Sudan in interagency operations meetings.
  • Develop a sound understanding of the IRC's programs such that the DDO can substitute for the CD, DDFM or DDP when needed.

PROFESSIONAL STANDARDS

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS

  • At least 8 years experience of operational support or management of multi-sector humanitarian relief or development projects in Africa or similar context; preferably at senior level positions
  • Proven personnel management, administration, logistics, communications, security and finance experience of large operations
  • NGO experience and knowledge of donor requirements
  • Excellent written and oral communication skills, strong interpersonal skills
  • Willingness to travel in very remote and war affected areas under adverse conditions
  • Ability to work under pressure, long work hours, and heavy workload
  • Ability to independently organize work and prioritize tasks

WORKING ENVIRONMENT

Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.

BACKGROUND:

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women's protection and empowerment, protection and access to justice and livelihoods.

JOB OVERVIEW:

The Protection and Rule of Law Coordinator is responsible for strategy development, program design, technical support to ensure quality implementation, standardization, monitoring and evaluation of all activities in the fields of protection, human rights and Rule of Law. Currently, the Protection and Role of Law Coordinator also provides technical support to the Child Protection and the Camp Management and Camp Coordination (CCCM) sectors; this can change depending on the growth of these sectors program. Primary duties will include strengthening the protection and governance sectors and providing technical oversight of these programs across all sites of implementation. Focus is on program quality, with program progress being monitored and evaluated against quantifiable benchmarks, and business development, to ensure sufficient funding for multi-year robust programming.

The Protection and Rule of Law Coordinator reports to the Deputy Director of Programs and is based in Juba with regular travel to the field. This position directly supervises three manager positions, i.e. Protection M&E Manager, Information Management Specialist, and the Senior Child Protection Manager.

MAIN RESPONSIBILITIES:

The Protection and Rule of Law Coordinator shall:

Program Management & Development

  • Oversee the technical aspects of the implementation and coordination of protection, rule of law, child protection and CCCM programs, providing support to the program managers to develop work plans to guide implementation of approved grants.
  • Support the program managers and field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community.
  • Develop and/or improve monitoring and evaluation mechanisms for Protection, Child Protection and CCCM programs, ensuring that the program teams in the field actively monitor set indicators and evolving concerns of the target communities.
  • Work to integrate protection into other program sectors in collaboration with other program coordinators and managers to ensure that all programs are contextually appropriate and consider and apply protection principles to their activities.
  • Coordinate and participate in the development of new proposals and initiatives for the IRC South Sudan protection, rule of law and governance programs in accordance with the country program strategic plan, and the IRC program framework.
  • Coordinate and participate in the development of budgets for program proposals in conjunction with the grants and finance departments.
  • Work with the Deputy Director of Programs and the protection and governance team to strengthen the protection and governance sectors in IRC South Sudan, defining the strategic direction of the protection and governance programming and establishing a Country Sector Strategy.
  • Liaise regularly with the relevant HQ technical units.

Staff Support

  • Provide ongoing training and technical support and guidance to the program managers, and ensure all protection and governance staff adheres to best-practice principles in all aspects of program implementation.
  • Establish regular and direct communication lines with all the program managers.
  • Conduct technical interviews of candidates for Program Manager positions
  • Work with the Field Coordinators/Managers to ensure technical aspects of the Performance Management System documentation for the program managers is in place and followed up regularly.
  • Support Field Coordinators/Managers to ensure that program managers put capacity development plans in place for the national protection teams based on documented capacity needs assessments exercise.

Grants Management and Reporting

  • Review progress in achieving program objectives and targets in collaboration with the Programs Managers.
  • Participate in Grants Opening, Mid-Term and Closing meetings.
  • Review technical aspects of internal and external reports prepared by the Program Managers within agreed deadlines using IRC and donor formats, as required.
  • In collaboration with program managers, review Budget vs. Actual expenditure for protection programs on a monthly basis.
  • Bring any over/under expenditure issues to the attention of the Field Coordinators/Managers and the Program Managers in a timely manner and jointly develop corrective plans in collaboration with the DDP and the Grants team.

Representation and Coordination

  • In coordination with the DDP actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
  • Establish networks with UN, INGOs, and local partners to promote technical capacity and develop strategic partnerships, including active participation in cluster meetings.
  • Co-chair the Rule of Law Working Group with UNDP when in session.
  • Participate in inter-agency protection, rule of law and governance forums at national and international levels.
  • Represent the protection and governance programs with national authorities, non-state actors, UN agencies, NGOs, and donors.
  • Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC's protection, rule of law and governance programming in South Sudan.

WORKING ENVIRONMENT:

Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.

Programme Design and Implementation.

Programme Learning, Monitoring & Evaluation:

General Description of the Programme:

GOAL has been working in Sudan since 1985, originally in government controlled areas of Sudan, but from the early 1990s expanding into areas of southern Sudan controlled by the SPLA.

Initially GOAL’s activities in Southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warap State, saw a move to longer term interventions although the focus of the intervention remained emergency response. GOAL South Sudan currently operates programme in Twic County, Warap State, Kurmuk, Blue Nile State, Malacal town and the Sobat Corridor in Upper Nile State.

GOAL South Sudan interventions have in recent years expanded to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

Overall Objectives of the position:

The Logistics Coordinator is a member of the senior management team and responsible for ensuring GOAL policies are fully implemented in South Sudan. This requires strong organizational skills in order to meet the objectives in an unpredictable environment where security and/ or politics are complex and frequently changing, and to meet the logistical challenges of South Sudan Supply Chain.
The Logistics Coordinator is responsible ensuring the policies are implemented on the ground to improve country wide coherence, and ultimately, accountability.

Reporting Lines

The Logistics Coordinator will report to the ASDS who will management support.

General:

  • Daily line management of the FLM and the Procurement Manager in Juba
  • Technical support to the FLMs in all field locations
  • Liaison with local authorities as necessary

· Monitor the Donation-in-Kind documentation and ensure that the paperwork is submitted to Finance

· Plan and organise training and build capacity for logistics staff members in best practice, GOAL logistics procedures, systems and management

· Ensure fire safety and workplace health and safety standards are adhered to

· Submission of Monthly and periodic reports the Dublin Logistics DO as outlined in the GOAL Logistics Manual and internal Management reporting system.

· Ensure that the Logs/Finance cross over meetings are held on a monthly basis, they are minutes and actions completed

· Attend external meetings on behalf of GOAL

· Carry out field visits, and submit a written report on the visit within a week of the return, and ensure actions and followed up

· Support the Area Coordinators in the management of the field logistics through responding to issues that arise and proactively assessing field logistics manager through reporting and general logistical performance

· Maintain, implement and develop the procedures documentation and adherence by all South Sudan logistics and programme staff

· Advise Head Office Dublin of support needs in terms of technical staff visits for overall logistics (i.e. Logistics Technical Advisor) or area specific (i.e. fleet advisor, driver training) assessment and development

· Implement a training/induction to ensure programme staff make use of the best logistics resources and practice in the implementation of programme activities

· Gather, analyse and disseminate relevant logistics information from external sources e.g. UNJLC

· Participate and input into country budget planning at the following stages:

· Concept note and budget proposal development,

· grant Management meetings

· PMP development

· Core cost budget development

· Ensure that GSS is in compliance with Donor rules and regulations by being

familiar with the Donor compliance rules and regulations

· Act as the focal point for the clearance of goods and supplies from Customs

· Ensure GSS has all the necessary Insurances in place and they are reviewed and

updated regularly

· Work with the ACDS to develop new policy and update/amend current policy to

allow for changes in programme sites/programme changes

· Liaise with the ACDP/ACDS to ensure that the prepositioned emergency stocks

are adequate and are rotated

  • Participate in the CSP reviews and planning for the logistics section
  • Ensure the Compound management and in accordance with GOAL security protocols
  • Work with the ACDS to ensure that there is an equipment replacement plan in place and funds are budgeted for
  • Liaise with the ACDS to ensure that each site has adequate IT in place to support the programme

Specific Duties on each Logistics Section

I. Transport (inc. Generators/solar power)

  • To co-ordinate with the programme coordinators to ensure that the transport requirements of programmes are being met
  • Ensure that GOAL SS vehicle fleet is sufficient for the Daily operations in support of programme objectives
  • Ensure that vehicle equipment is provided as per GOAL South Sudan specific standard and security requirements
  • To liaise with and make recommendations to the ACDS with regard to the repair and maintenance of vehicles and to develop a vehicle replacement plan
  • To monitor and evaluate fuel consumption and vehicle maintenance and repairs and make suggestions to the ACDS for improvements.
  • To ensure that the monthly field reports are submitted on time
  • To analyse the cost and efficiency of the GOAL fleet and make recommendations for improvement and for budget planning
  • To ensure that all safety and security procedures and measures according to GOAL manual are exercised and those which are specifically required for within South Sudan locations
  • Ensure GOAL vehicles, communications equipment and drivers meet GOAL safety and security standards
  • Ensure that there is a Generator service/replacement and usage plan in place to maximise the life of the generators

II. Stores, stock and asset management:

· To ensure that all goods received/stored and in transit by GOAL are recorded in GOAL standard templates and are stored and handled as per GOAL logistics manual procedures of safety, security, accountability and transparency

· To ensure that monthly stock checks are carried out in accordance with GOAL policy and SS SoPs.

· To produce a monthly report to the ACDS on stock holdings over 120 days and or closed programme stacks

· Review the supply chain periodically to ensure that GOAL policy is being complied with and the goods are being received and recorded correctly

· Ensure that the FAR is maintained in accordance with GOAL policy and that a rolling disposal plan is in place

·

III. Procurement management:

· To ensure good working relationship with all programme management and field staff so the procurement needs of the programme are being met in timely manner within GOAL procurement procedures.

· To ensure that the procurement lead times are being met enabling projects within the GOAL programme to be completed in accordance with the programme proposal

· To ensure that the local vendor rosta, pre-approved supplier list and price lists are updated and maintained

· To ensure that all works contracts are done according to GOAL Logistics manual and South Sudan labour law.

· To carry out random checks of the supply chain process to ensure value for money and confirm prices

· Liaise with Finance to ensure that supplier payments are not being delayed and review the issues

IV. Communication:

  • To ensure that communication plans are in place in all field sites
  • To make sure that systems being used are adequate for the purpose intended and cost-effective and in accordance with Country Communication Plan and Procedures.
  • To ensure that the cost of communication is checked monthly and if needed appropriate measures on making the communication cost effective are recommended to AC
  • Ensure that the standards of communication hardware and the usage of all communication units in country are done as per Country Communication Plan and Procedures

V. Facilities

  • As GOAL field offices currently mains power supply is only from generator internal power procedures and policies on generator power usage should be strictly adhered and respected
  • To strictly maintain generators daily and monthly log books
  • To ensure that individual generator log books are completed properly and all the costs associated to maintenance, repair and running a generator are in place and practiced
  • To compile an individual generator monthly summary sheet and Annual Generator report as per the schedule established by LC and report on this to HO

VI. Personnel

  • Carry out performance evaluation for staff under your management
  • To maintain and update Job Descriptions for all logistics staff in liaison with HR/Admin Officer

BACKGROUND:

IRC began working in South Sudan in 1989. South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, and field offices in Lakes, Unity, Northern Bahr el Ghazal and Central Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, nutrition, environmental health, women's protection and empowerment, protection and access to justice and livelihoods, and is scaling up its response in these areas.

JOB OVERVIEW:

The Coordination & Information Manager will be responsible to collect and disseminate information on the needs and activities within the county working closely with local communities, partner organizations and UN agencies to ensure assistance is based on needs and well coordinated. She/he will hold coordination meetings at the county level with all humanitarian actors present and will act as state focal point for information dissemination to the clusters and other nationwide coordination mechanisms.

The Coordination & Information Manager position is based in Koch (Unity State). This position will report to the Field Coordinator and will receive technical support from the Information Management Specialist based in Juba.

MAJOR RESPONSIBILITIES:

Program Management - Coordination

  • Work closely with local communities, existing leadership structures and humanitarian organizations to collect timely and comprehensive information on population movements, needs, ongoing responses, gaps and access.
  • Actively disseminate the collected information through existing forums at the local and national level
  • Support humanitarian agencies seeking to provide support in the county to identify needs by ensuring they have access to the available information and are well informed on the needs, the security context and potential access points
  • Organize regular coordination meetings with all actors on the ground to ensure a coordinated approach both in terms of program implementation and operational needs
  • Liaise with relevant stakeholders to ensure that needs identified during coordination meetings are addressed
  • Closely work with the advocacy team to ensure needs within the areas are addressed and highlighted at the national and international level
  • Work closely with IRC program teams to ensure NFI distributions under UNHCR grant are integrated to the maximum extend within the planning of other IRC sectors
  • Ensure regular reporting to the Information Management Specialist and the CCCM cluster (through the Information Management Specialist).

Staff Management

  • Recruit all national staff for the project in conjunction with the Human Resources Department
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the program
  • Provide ongoing supervision, leadership, training and technical support and guidance to program staff, and ensure all program staff adhere to best-practice principles in all aspects of program implementation
  • Overall responsibility for program team's timesheets, work plans, vacation schedules, and staff training/development activities
  • Ensure Performance Management System documentation for all staff is in place and followed up regularly
  • Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities
  • Ensure program staff understands and follows IRC and donor Policies and Procedures

Grants Management and Reporting

  • Manage and oversee all the CCCM budget lines by means of work plans, spending and procurement plans to ensure that project deadlines are met and targets achieved;
  • Participate in Grants Opening, Mid-Term and Closing meetings;
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required;

Representation & Coordination

  • Develop and maintain effective working relationships with all stakeholders, including community leaders, NGOs, UN agencies, community-based organizations and other IRC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.

JOB REQUIREMENTS:

  • University degree in international relations, social sciences, or other related field;
  • At least 3 years professional experience, including 2 years implementing protection, community outreach or humanitarian coordination programs in emergency and conflict contexts; Program start up experience an advantage.

  • Experience in emergency settings / conflict areas.

WORKING ENVIRONMENT:

The security level is orange. The situation in Koch is calm at the moment but remains tense and unpredictable as it is close to the front line between opposition and government forces. There has been active conflict in the neighboring county of Rubkona at several occasions and there exists a real possibility for further expansion of the conflict and violence into other areas and other states.

Lodging in field sites range from a tent to a traditional hut to permanent structures. Field compounds have common latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual's responsibility.

BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, fighting has continued between Government and opposition forces, resulting in mass displacement. The security situation remains fragile and testing operational challenges abound. IRC operates in five of South Sudan's ten states with programming in several sectors, including health, nutrition, protection, water and sanitation, food security and livelihoods, as well as women's empowerment and gender-based violence.

SCOPE OF WORK:

The Integrated Community Case Management (iCCM) program aims to decrease the high child mortality and morbidity rates in South Sudan with the integrated management of childhood illnesses (malaria, diarrhea, pneumonia and acute malnutrition) by trained community-based health volunteers. The iCCM Monitoring & Evaluation Manager will be responsible for overseeing all of the monitoring and evaluation (M&E) activities across the country-wide program in order strengthen overall program implementation.

This position is based in Malualkon field site in Northern Bhar el Ghazal (NBG) which is the largest iCCM implementation site. The position is roving with regular travel between two other program sites, Panthou (NBG State) and Ganyliel (Unity State). The iCCM M&E Manager reports to the iCCM Coordinator based in Juba and will receive administrative support from Field Coordinators at the field level. The position will supervise iCCM M&E Officers in each field site.

KEY RESPONSIBILITIES:

  • Technical Assistance and Capacity Building:
  • Collaborate with and provide technical assistance on program monitoring and evaluation to three iCCM Managers and two Nutrition Managers implementing in three different field sites in two ethnically diverse states
  • Work closely with iCCM Coordinator, Nutrition Coordinator, technical advisors, and program managers to assess, analyze and understand how program implementation is progressing in order to provide recommendations for improved performance and continued achievements.
  • Design and facilitate trainings to build capacity of program field staff related to quality data management, data collection tools and techniques, and improved M&E systems.

Data Management and Reporting:

  • Coordinate initiatives to strengthen existing and develop improved systems for routine monitoring, data collection and entry, data flow procedures, and information sharing processes to ensure data quality control.
  • Develop and set program targets for key performance indicators; analyze data collected to understand progression of program implementation.
  • Manage monthly and quarterly data collection, cleaning, entry, and analysis to ensure timely and complete reporting; compile and compose comprehensive quarterly grant reports and narratives.
  • Conduct regular data verification audits and routine monitoring of program to provide recommendations for improving overall data quality and feedback to program field staff, managers and coordinators.
  • Provide support to program managers and field staff in implementing effective drug management and distribution systems.
  • Develop, implement and maintain appropriate and user-friendly data collection and data management tools.
  • Support proposal development for new research and monitoring initiatives alongside iCCM Coordinator and Nutrition Coordinator.

Operational Research, Surveys and Assessments:

  • Support and conduct qualitative assessments, surveys, and operational research initiatives (SMART Nutrition and SQUEAC Surveys; piloting of RDTs and innovative treatment protocols; targeted qualitative investigations related to care seeking behavior, and community perspectives; piloting of new data collection tools for illiterate/low literate CHWs).
  • Supervise and coordinate GIS mapping of community health volunteers and catchment areas.
  • Work closely with iCCM Coordinator and program managers to coordinate and implement regular Quality of Care assessments in each field site.

Representation and Coordination:

  • Participate in M&E technical working group at Ministry of Health and other relevant cluster meetings as needed; Present research findings and M&E results as needed.
  • Support IRC's technical lead role within the iCCM technical working group and partners, particularly related to M&E systems, initiatives, data collection tools, and best practices.
  • Participate in regular performance review meetings with primary grant recipient and collaborate with program management unit on M&E and performance concerns.
  • Coordinate with program managers and field staff to ensure compliance and timely response to donor requests for program and data verification audits.
  • Maintain regular communication and on-going data/information sharing with identified counterparts at Ministry of Health (national, state and county levels).

Staff Supervision:

  • Provide technical supervision and support to M&E Officers in each field sites, including developing and overseeing work plans, on-going M&E projects, monthly/quarterly reporting, and routine program monitoring activities.
  • Work in collaboration with program managers to recruit, train and supervise M&E Officers.
  • Provide on-going mentoring and training for M&E Officers to strengthen skills in training design and facilitation, data management, data analysis, and project management.

  • Graduate degree in relevant field (public health, global health, international development)
  • Demonstrated qualifications and experience in program design, monitoring and evaluation of humanitarian and/or development programs; experience working in the health sector preferred.
  • At least 3 - 5 years experience working for an international NGO or equivalent in a program management capacity, preferably in M&E role.
  • Ability to process and synthesize large amounts of complex data into readable and concise formats.
  • Demonstrated experience in project management, capacity building, and grant reporting.
  • Excellent analytical and written skills.
  • Excellent working knowledge of computer software packages; previous experience with District Health Information System (DHIS) database packages a plus.
  • English fluency; strong interpersonal and intercultural communication skills.
  • Ability to work well both within a team and independently.
  • Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment.

The role

The cluster approach ensures clear leadership, predictability and accountability in international responses to humanitarian emergencies by clarifying the division of labour among organizations and better defining their roles and responsibilities within the different sectors of the response. Conflict and crisis in South Sudan have compounded ongoing vulnerabilities creating a very challenging context for children across the country. Save the Children co-leads the Child Protection sub-cluster with UNICEF. Both the UNICEF Coordinator and Save the Children Co-Coordinator are expected to ensure together the leadership at the national level of the Cluster functions. Based on the IASC Reference module for Cluster coordination at the country level, these functions are related to the strengthening of the coordination mechanism for service deliver; information for strategic decision; planning and strategy development; advocacy; monitoring and reporting; preparedness, contingency planning/preparedness and accountability to affected population.

Project Description:

The South Sudan Room to Learn (RtL) project is a large, five-year, USAID-funded project led by Winrock International, with FHI 360 as a major partner for the education and monitoring and evaluation components of the project. The goal of RtL is to: a) improve and expand safer education services, especially to the most disadvantaged populations; b) enhance relevance and promote learner well-being; and c) strengthen quality and management at the county and payam level to support basic education.

Job Summary / Responsibilities:

  • Work with the Director of Education/Senior Education Advisor in providing overall leadership and technical expertise on the expansion of equitable education services and well-being and stability components.
  • Provide technical support and guidance to staff and partners in the region and in county offices;
  • Assist with implementing & monitoring technical strengthening initiatives and support communities & partners to maximize local capacity;
  • Lead in development and implementation of the technical program in improvement of education quality, inclusive education, student well-being, inclusion of conflict-sensitive teaching and learning;

Qualifications:

  • Master's Degree in one of the following or related fields: Education, Education Planning, Education Policy, Elementary Education, Education Management or other relevant field;
  • Minimum of five (5) years field management experience in Africa, and eight (8) years of experience in development programs; and experience managing and reporting on large donor-funded programs, especially USAID contracts;
  • Experience and expertise with teacher professional development program design and implementation for curriculum and materials development; active learning methods; learning materials in low-resource environments; and mentoring and capacity-building of teachers, teacher educators, staff, and counterparts;
  • Familiarity with INEE minimum standards and strategies for education in post-conflict environments preferred;
  • Experience with research, monitoring, and evaluation and the application of findings to improve programs;

  • Supervise the running of the pharmacy and ensure rational use of drugs per the guidelines laid down by the Medical Coordinator and Program Manager

Project Description:

The Room to Learn (RtL) South Sudan is a five-year USAID-funded project being implemented by a team headed by Winrock International, with Family Health International (FHI 360) as a major partner for the education component of the project. The goals of RtL are to: a) improve and expand safer education services, especially to the most disadvantaged populations; b) enhance relevance of education and promote learner well-being; and c) strengthen quality and management at the county and payam levels to support basic education.

Job Summary / Responsibilities:

Provide overall technical expertise on the expansion of equitable education services and well-being and stability components. Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Works with communities and partners to maximize local capacity. This position will be based in Juba, South Sudan.

  • Overall management and implementation of education program activities. This includes, but is not limited to: planning and budgeting, budget execution and financial management, human resource management and development, communication and coordination with donor agencies and NGOs supporting development of education;
  • Manage program-related budgets, supervise staff, oversee program implementation, provide technical assistance;
  • Ensure coordination of Education Team activities with all Room to Learn areas (community engagement, monitoring and evaluation, grants and operations and security);
  • Liaise in a timely and consistent manner with all RtL directors. In particular, ensure education activities are closely integrated with community engagement activities, including gender and emergency preparedness;
  • Engage in regular communication and coordination with key home office staff on technical and project management issues;
  • Strengthen the technical quality of education programs and the capacity of staff to implement the high quality programs;
  • Define strategic direction and ensure high quality education programming, including the annual work planning process; Engage with the Ministry of Education and development partners to integrate education: formal and alternative education system teacher/facilitator and head teacher training; well-being; PTA training, school development planning, material development and other education activities;
  • Evaluate programmatic effectiveness and provide technical assessment reports. Responsible for writing FHI 360/RtL deliverables -- Quarterly Reports, Annual Reports, and other technical reports, with input from technical team, for review by FHI 360 Home Office and final submission to client;
  • Build capacity of education authorities to deliver education and increase access to underserved groups;
  • Strengthen capacity of NGOs to serve as master trainers for PTA and school-based trainings;
  • Other related responsibilities as may be required to meet project’s technical needs.

Qualifications:

  • Masters in one of the following or related fields: Education, Education Planning, Education Policy, Education Management or other relevant field. Experience with literacy or TESOL programs or a degree in literacy/TESOL preferred;
  • Minimum of five (5) years field management experience in Africa, and eight (8) years of experience in development programs. Five years experience in developing countries, conflict-affected;
  • Experience and facility with rapidly changing project designs;
  • Preparation of work plans, budgets and other key project documents. Experience with Do No Harm programming a plus;
  • Knowledge and practical experience developing standards for assessment systems, including for student learning outcomes, teacher performance, and school performance;
  • Knowledge of USAID project management, evaluation procedures and standards, and requirements;
  • Knowledge of education policy issues that affect student learning;
  • Knowledge of all technical and management aspects required to develop reliable and meaningful assessment tools that can inform teacher practice as well as policy direction;
  • Must be able to read, write, and speak fluent English;
  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in South Sudan;

JAMSS seeks a qualified and experienced warehouse and logistics manager to provide Warehouse and logistics technical and management oversight. This person will be primarily responsible for the implementation of warehousing and logistical support for either Minkaman in Lakes state or Mabior in Jonglei warehouse and logistics activities.

This person will supervise all warehouse and logistics staff in either location and will be responsible for ensuring compliance with JAM warehousing regulations and policies. The position is based in either Mingkaman or Mabior with 30% travel and reports to the commodities manager.

Responsibilities

  • Warehouse Commodity Management ensure that all commodities entrusted to JAMSS arriving at the warehouse and leaving the warehouse are properly accounted for.
  • Logistics ensure that proper logistic arrangements are always in place so that projects will run smoothly without avoidable commodity stock shortages in the warehouse
  • Maintain Warehouse standards ensure that warehouse best practices, standards are maintained at all times as guided by JAM Commodity manual standards & SOPs this includes but not limited to maintaining FIFO instead of LIFO unless there is reasonable grounds, proper stacking, adequate warehouse equipment etc
  • Record Keeping Responsible to ensure that all the warehouse records including Ledger books, and stack cards etc are accurately filled and updated. Quantities recorded on these documents MUST correspond to the daily physical stock in the warehouse.
  • Coordination establish and maintain proper logistics coordination with WFP, USAID, FAO & other donors’ logistics departments
  • Reportingprovide required periodic warehouse reports( daily ,weekly, monthly, quarterly and annual report)
  • Commodity Loss Management develops zero tolerance loss of commodities in the warehouse.
  • Warehouse Staff Management establish professional systems of managing warehouse staff and casual staff in the warehouse
  • Establish effective logistics systems to ensure complete, secure, timely and cost effective inbound and outbound logistics
  • Management of companies providing contracted services to JAM South Sudan through the strict enforcement of contracts between JAM South Sudan and these companies
  • Manage JAM commodities and assets in line with JAM global warehouse and inventory procedures.
  • Provide distribution analysis and projections regarding past, present and anticipated distributions of all commodities to programs, team leaders, Executive office and other strategic partners
  • Co-ordinating the distribution of products, serving as a route planner, and approving stock transfers between warehouses.
  • Supervise all the warehouse staff and build capacity to ensure accuracy of all entries / transactions in the warehouse reporting system including the following:
  • Ensure the warehouse staff keep accurate physical stock records and correct data relating to all incoming goods, storage and distribution
  • Ensuring storage and handling compliance and enforcing audit recommendations for stock and warehouse systems at all levels
  • Implement and manage donor guidelines on all products
  • Manage disposal of obsolete items – policy, identification, approval in liaison with commodity manager

· Ensure that occupational and environmental safety regulations in the warehouses are maintained and that employees are working in a safe environment

Experience and Qualifications:

· A Bachelors Degree from a recognised University with post graduate qualifications – MBA Preferred

· At least four years experience in a similar role

· Professional qualification in Warehousing and / or Logistics from a recognised Training and examining body

· Proficiency in database management with good report writing skills

· Excellent Communication Skills

· Membership to professional body is desirable.

· Proficiency in operating Microsoft Office suite- Ms Excel & Word and Power point and familiar with ERP systems.

· Knowledge of Donor warehousing safety regulations essential.

· Strong organizational, analytical, and interpersonal skills; demonstrated ability to follow assignments through to completion
