About the South Sudan programme:

We are currently seeking an Operations Support Manager for our South Sudan programme. This is an excellent opportunity to work in an established programme, working with a team of 18 international staff and around 100 national staff. The MAG South Sudan programme is looking to consolidate its position in South Sudan and to strengthen and develop its national capacity. Mine action in South Sudan is critical to the ongoing efforts to reconstruct and rehabilitate a country devastated by years of conflict.

About the role:

The Operations Support Manager will have a wide range of duties and responsibilities primarily focussed on logistics management, vehicle fleet management and facilities management of the operations base, which comprises of the workshops, central store and office complex. You will ensure system design, implementation, adherence and continuous improvement within the Logistics, Vehicle Fleet and Facilities departments in line with MAG policies, good practice and donor guidelines. MAG has a large vehicle fleet in South Sudan, as well as many logistical and supply related challenges. The postholder will therefore need a very strong background in both of these areas. The role will also involve managing a team of national mechanics and drivers and will include delivery of training in order to strengthen capacity to conduct maintenance, services, repairs and use of vehicles and mechanical assets across MAG’s programme in South Sudan.

About you:

You do not need previous experience in mine action but you will need experience in overseas logistics, procurement and vehicle fleet management, preferably for an international aid/humanitarian organisation and ideally in a conflict/post conflict environment. This varied role will require proven experience of building and managing vehicle fleet systems, as well as, demonstrating value for money management of our fleet, end-to-end procurement process and inventory items at the operations base. Our ideal candidate will have a flexible and proactive approach to work, and enjoy working with a multi-cultural team. In addition, you must be able to prioritise a heavy workload to meet deadlines and demonstrate the ability to work independently with minimum supervision. Due to the countries in which MAG works, you will also need to be able to demonstrate awareness of personal security, cultural sensitivities and a diplomatic manner.

South Sudan: WASH Programme Manager - Northern Unity South Sudan

About the role: This is a 12 month, replacement role with unaccompanied terms based in Bentiu, South Sudan with frequent travel to programme sites, including some remote field sites and with a salary of Grade 3 – €34,106 - €37,895.

You will report to the Bentiu Area Coordinator, will manage Concern’s WASH activities in Bentiu PoC and in the Beyond Bentiu Response, including possible emergency rapid response interventions based on population movements and needs.

We would like you to start in June 2018.

Your purpose:

This position will be responsible for the management of Concern’s WASH programme in Northern Unity in Bentiu PoC sites located in UNMISS POC area, and, a WASH programme for IDPs and vulnerable host population outside UN base in Unity State (Beyond Bentiu Response). This shall be done in collaboration/consultation with the WASH Advisor, the Emergency Programme Director and the Area Coordinator. The post holder will also be responsible for representing Concern and coordinating with key stakeholders in WASH programmes at National, State and County levels. Key activities will include training and on-the-job coaching of staff, improving reporting and analysis systems, ensuring programme is appropriately equipped and staffed, supporting procurement and HR matters for programme implementation, conducting adequate budget management of programme costs and ensuring timely sharing of information with other partners and actors.

You will be responsible for:

Programme Planning and Design:

  • Design and plan WASH activities in Bentiu PoC and Beyond Bentiu Response, ensuring the participation of programme stakeholders (government, other NGOs, WASH sub-cluster) in all stages of the programme cycle.
  • In collaboration with the Area Coordinator and Emergency Programme Director, develop a longer-term strategy for the WASH programme in Northern Unity.
  • Support the preparation Scopes of Work and Bills of Quantities for the implementation of WASH activities including rehabilitation and construction of WASH facilities, as required.

  • Provide relevant inputs for the development of South Sudan’s Country Strategic Plan and Annual Plans, as required.

Programme Management:

  • Oversee the day to day management of the WASH programme including leading and overseeing WASH activities according to international standards, national guidelines, Concern policies and best practices, with a special attention to gender and protection topics.
  • Ensure that all the necessary resources are in place to deliver on the WASH activities (staff, logistics, consultants, finances etc.)
  • Ensure accurate management of the WASH programme budget to ensure that activities are delivered in a timely and cost-efficient way.
  • Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets
  • Prepare procurement plans and work with logistics to ensure timely procurement of all necessary supplies.
  • Participate in contract design, tendering and contractor performance as required for the implementation of interventions.
  • In collaboration with the M&E Coordinator, develop an M&E framework and ensure that the WASH programme is appropriately monitored to track progress, outcomes and impact.
  • Ensure that best practices and international standards are applied to the WASH programme activities as relevant.
  • Provide technical solutions to WASH related issues facing the population in the areas of operation and contribute to the sector wide development of standards.
  • Lead the WASH component of any Concern or inter-agency rapid response missions in which Concern participates.
  • Ensure that the necessary equipment, materials are available and in good working order for rapid deployment.
  • Coordinate with UNICEF and the WASH cluster as required to ensure WASH supplies are available and transported to rapid response locations, as necessary.
  • Work with the Emergency Programme Director and Bentiu Area Coordinator to further build and maintain Concern’s emergency preparedness capacity.

Reporting and Donor Compliance

  • Contribute to the development of high-quality concept notes and proposals for the WASH programme.

  • Prepare timely and high quality internal and donor reports for the Northern Unity WASH programme, in line with donor requirements (narrative and financial);

  • Prepare and share timely WASH programme data as required by the WASH cluster.

People Management:

  • Manage and provide leadership to the Northern Unity WASH team, contributing to their capacity building and career development including through on-the-job training.
  • Ensure that the WASH team have up to date job descriptions, clear objectives and identify and facilitate training when required.
  • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work
  • Ensure that all staff are aware of and comply with Concern’s policies and procedures
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance
  • Ensure that staff and contractors are compliant and fully understand their obligations when signing the program participant protection policy (P4) and where non-compliance is suspected, to inform a member of the SMT so that the appropriate action can be taken by the Country Director.

Representation

  • Act as Concern’s focal point for the WASH State Cluster, participating in the WASH State Cluster meetings, and other workshops and meetings.
  • Share relevant information in a timely manner with all of Concern’s WASH programmes.
  • Represent Concern to with government departments, donors and communities in State and County levels, with the support from the Area Coordinator, as required.

Others

  • Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles. Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including: Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.
  • Ensure the Northern Unity WASH team adheres closely to security protocols and procedures.
  • Ensure that Concern’s policies - such as the Equality Policy, Code of Conduct, Programme Participant Protection Policy and related documents, Fraud and Whistle Blowing Policy as well as the minimum standards of humanitarian relief and accountability (ICRC Code of Conduct, Sphere, CHS) - are adhered to by all staff. Report to the appropriate manager all violations of the P4 or CoC
  • Other duties as assigned by the Area Coordinator or Emergency Programme Director.

Your skills and experience will include:

Education & Qualifications Required:

ESSENTIAL

  • NFQ Level 8 degree in Engineering (Civil/Water/Environmental)
  • Minimum of three years overseas experience with an NGO implementing full WASH Programmes (with the 3 components: water, sanitation and hygiene promotion)
  • Experience of managing a WASH team.
  • Experience in working in a complex emergency context
  • Experience with Participatory Hygiene Promotion
  • Experience in Water Well Drilling and the development of emergency water Supply, hygiene promotion and Sanitation.

DESIRABLE

  • Qualification in Hygiene Promotion/Environmental Health.
  • Familiarity with Sphere guidelines and CHS
  • Experience of work in South Sudan (camp setting) / Horn of Africa region
  • Familiarity with IT equipment, HF/VHF radios and security issues;
  • Knowledge of Engineering Software programmes like AutoCAD, Water CAD etc.

Program Coordinator

As Program Coordinator you will be in charge for the management, coordination and smooth implementation of all on-going transitional development and emergency response projects in Wau. You will lead the process of developing and implementing new projects in the sector of WASH, Food Security and Livelihood programs such as Cash Transfer and Vocational Training programs in emergency response and transitional development contexts. Together with the Program Manager(s) you will ensure the smooth implementation and development of programs and projects according to set targets and identified needs and will report to the Country Coordinator based in Juba. You will be responsible for ensuring and maintaining compliance with Malteser International and donor quality and accountability standards. Furthermore you will be in charge of the security management, networking and the coordination at local level.

Responsibilities:

  • Overall coordination and supervision of the projects and the program office in Wau in close collaboration with the country office in Juba including personnel, fixed assets, financial assets and other resources in accordance with Malteser International procedures and regulations
  • Ensure donor reporting, writing project proposals for external donors, conceptualising and developing sectoral and local strategies

  • Supervise implementation of all project activities in the location by rolling out appropriate M&E system

  • Ensure coordination of different projects within the organisation

  • Maintain and adapt security and safety guidelines and ensure regular review of the location-specific security plan and contribute in updating the country security management plan

  • Ensure capacity building of own staff and those of local partner, incl. on-the-job-training of identified key personnel

  • Overall responsible for budget control and donor grant management of the location, including proper administration, book-keeping, accountability, procurements, logistics, storage (checking monthly financial reports, regular cash counts and store inventory)

  • Represent the organization towards local authorities, partners and donors in close coordination with the Country Coordinator

  • Explore areas of cooperation with INGOs, local NGOs and communities in terms of programme development, expansion and implementation

Qualifications:

  • University degree in Development Studies or relevant discipline with relevant practical experiences in emergency relief/rehabilitation

  • Minimum 7 years of working experience in planning, implementing and managing humanitarian or development aid projects out of which at least 4 years in large scale program management experience, preferably WASH and FNS projects in emergency contexts

  • Strong experience in working with international donors, preferably also with German donors (ECHO, BMZ, AA, etc.)

  • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors

  • Excellent ability to lead a team, work in a team and to mediate

  • Experience in working with different cultures and different backgrounds, strong interest in the local setting and the target groups

  • Prepared to work and live with limited resources and under difficult circumstances; physical and mental strength

  • Fluency in English (written and spoken), knowledge of German and local Arab is an asset; proficiency in using standard software packages

Intersectional Host Country Agreement Representative, Juba, South Sudan (M/F)

Context:

In Juba, under the hierarchical responsibility of the Head of Mission of MSF-France and the technical responsibility of the Legal Department in our Head Quarters, with the support of the Humanitarian Advocacy and Representation Team (HART), you will work in close coordination with all Heads of Missions (HoMs) and coordinators of all sections of MSF and our Intersectional Communications Adviser, in South Sudan.

In 2014, MSF negotiated and signed a Host Country Agreement (HCA) with the Ministry of Foreign Affairs’ Undersecretary in order to mitigate the impact of the situation in the country on our activities as in recent years, MSF has faced increasing legal and administrative challenges. The context is extremely volatile and the political environment is ever-changing. Our HCA has not been acknowledged by all ministries and administrations. There are differing opinions on his standing, which remains at the behest of individuals’ interpretations. Our objective remains to seek for a valid and fully implemented HCA.

Responsibilities:

Your main objectives are to safeguard and facilitate our operations and support all sections of MSF in the country with legal and strategic advice, in regards to the HCA.

Implementation of the HCA:

  • continue to develop and secure practical validation and implementation of the HCA;

  • undertake actor mapping and stakeholders’ analysis in order to provide strategic guidance and support for the management of relations with authorities and for national-level organizational positioning, ensure a coordinated networking, facilitation of contacts, and keep the institutional memory of the negotiations and contacts with the local authorities;

  • develop, implement and maintain a networking engagement strategy with local authorities with the objective of having the HCA recognized and potential legal and administrative litigation resolved smoothly;

  • develop and facilitate networks and representation towards local institutions, international organizations and NGOs;

  • streamline processes related to HR, Finance and Log/Supply linked to the HCA across all sections of MSF in the country;

Legal Support related to the HCA:

  • monitor and provide updates on the evolution of applicable laws and regulations and related impact;

Context:

Under the overall supervision of the Head of Operations and the direct supervision and guidance of the Cluster Technical Coordinator (Non-Food Items (NFI)) in Juba. Core Functions / Responsibilities:

Monitoring & Evaluation

  1. Assist in the development of, and implement overall tracking systems for Shelter-NFI projects (objectives, outputs, indicators).
  2. Support the design and development of monitoring methodologies (baseline, end line, mid-term evaluations, rapid monitoring, PDM, impact evaluation) and monitoring tools (HH survey, FGD, KII, market assessment).

  3. Organize and conduct training of field staff on Monitoring and Evaluation (M&E) tools and methodologies, and be available to provide surge M&E capacity field support when needed.

  4. Participate in the evaluation of ongoing projects based on information gathered from mid-term monitoring. Share data and information with the team, and work closely with Cluster Technical Coordinator (NFI) to implement any ad hoc corrective measures required to ensure successful and quality implementation of projects aligned with IOM principles.

  5. Analyse completed projects/activities based on results of monitoring activities to document best practices and lessons learnt, and submit to team for internal discussion.

Accountability

  1. Contribute various technical inputs for the development and implementation of a context-specific “Accountability to Affected Populations” (AAP) strategy and facilitate its integration as the core of quality programming.

  2. Encourage integration of the Inter-Agency Standing Committee’s (IASC) priority cross-cutting issues (e.g. human rights, HIV/AIDS, Age, and Environment) and facilitate gender equality and addressing the needs of women and girls as well as men and boys.

Learning

  1. Conduct internal workshops and working groups to share findings of evaluations and prepare recommendations.

  2. Disseminate lessons learnt and best practices at Cluster level.

  3. Organize learning sessions in country with support from the Cluster Technical Coordinator (NFI) for internal and external stakeholders.

  4. Participate in humanitarian platforms and events in country, representing Shelter/NFI Unit and sharing lessons with other stakeholders.

  5. Research and draft case studies and narrative summaries of key lessons learned.

Reporting and Communications

  1. Supervise the timely collection of relevant and quality information for reporting through close coordination with the Monitoring and Evaluation (M&E) Officer and project teams.

  2. Work closely with the M&E Officer to ensure that lessons learned from program evaluations are documented properly and included in donor reporting.

  3. Generate quality donor reports based on data collected by the M&E Officer.

  4. Contribute to the development of timely, high quality and effective communication materials in coordination with MMU and PSU that showcases Shelter-NFI achievements including case stories, best-practices and lessons learnt.

  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, International Relations or a related field from an

accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in humanitarian response, with knowledge of M&E and post-distribution monitoring

(operational field experience and emergency experience an asset);

• Excellent command of English required including strong written and oral and computer skills - with a thorough knowledge of Microsoft office and design programmes;

• Knowledge of the cluster system and experience in South Sudan an asset.

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. Context:

Surge of inter-communal violence and insecurity in Wau and its surrounding areas forced thousands of people to flee their homes to seek shelter on the protected sites since June 2016. Insecurity and conflict coupled with continuing economic depression negatively impacted the living conditions and access to basic social services of those people who continued to stay in the host communities as government offices continue to experience “brain drain” phenomenon.

As most of the people in Wau continue to find ways of ensuring daily survival, this does not make the government workers immune to the negative impact of the country’s dire economic situation. A number of civil servants have opted to either take leave without pay and be engaged in other job opportunities like applying to NGOs needing their services or they still continue to be around the offices but refusing to go to the field and those places of their work. This situation leaves some if not most of the government ministry offices almost empty and unable to provide the most basic services to their communities in these challenging times. Further, the civil servants also end up taking jobs unrelated or sometimes “lower” than their expertise or skills set which is an act of desperation to ensure that they earn even a meager amount of money to sustain their family’s needs.

One of the most affected ministries who currently experiences “brain drain” phenomenon is the State Ministry of Gender, Child Welfare and Social Development. Almost 60% of the listed social workers have been inactive in the service for quite some time because of salary issues and insecurity. This left the ministry paralysed although there is a bigger need for them to respond at these challenging times especially those issues related to Protection. Take for example, there are protected sites within the church grounds (also the collective sites) and also the newly identified potential resettlement site can be accessed by the State Ministry’s Social Workers should there be any case needing their assistance, however, due to the absence of available

social workers, the cases are mostly dealt with at communal level and most of the times left unsettled.

IOM through its MHPSS Program is an active Protection Actor in Wau and works collaboratively with them as the host ministry for Protection Cluster and all it sub-clusters and working groups. IOM recognizes the need to assist the State Ministry through its capacity building strategy and also to reduce and mitigate further risks or harm caused by this “brain drain” phenomenon. There is an advantage also to work collaboratively with the State Ministry specifically in the context of Wau wherein there are still existing key people or drivers who can help in re-activating the basic social services. Currently, the Ministry has been recruiting new social workers and recalling back active Social Workers, but there is a great need in delivering quality capacity building packages to ensure that they learn the expected skill set and to enable them to practice those new knowledge and skills while keeping them motivated. Given this situation in Wau, IOM MHPSS is launching its first attempt to provide a capacity building package to the State Ministry of Gender, Child Welfare and Social Development, not only as a response mechanism to balance the accessibility issues to basic services but also pre-positioning IOM and the government’s capacity to respond to possible surges of emergencies or transition period to recovery phase if peace and development is defined.

Primarily, this is a response and protective mechanism to ensure that both the host community and the IDP communities have equal access to basic social services to further avoid the competition among communities and to reduce the “pull” factor on the protected sites.

Under the overall supervision of the Wau Head of Sub-Office with MHPSS Program Manager (based in Juba) and the direct supervision of the Mental Health and Psychosocial Support Specialist, the successful candidate will directly work with social workers to coach, mentor, and develop basic and practical skills needed in social work while integrating MHPSS frontline services. S/he will work collaboratively with ministry staff in shaping clear practice objectives based on our vision for quality practice and delivery of service. S/he will work actively alongside social workers in applying evidence-based techniques to assessment and interventions of casework. S/he will play an integral role in developing quality of practice and delivering core aims and objectives of the ongoing Community-based Psychosocial Support projects.

Core Functions / Responsibilities:

  1. Work collaboratively with IOM MHPSS Team and the Ministry of Gender, Child Welfare and Social Development to effectively support the MHPSS Host Community Capacity Building Pilot Project in Wau.

  2. Conduct needs and capacity assessments in target areas in Wau host community and identify new program opportunities.

  3. Provide individual coaching and mentoring sessions to practitioners to support the development of their basic social work and psychosocial support practice skills.

  4. Observe practice, provide feedback and actively support the professional development of social workers working with children, youth, adults and families to ensure high quality and consistency of the help provided.

  5. Support practitioners to design and deliver goal based interventions to improve outcomes for children, youth, adults and families, particularly in relation to exposure to violence, displacement, and daily life stressors.

  6. Influence the use of Social Work principles and evidence based interventions in working to reduce risk to children, youth and adults.

  7. Promote evidence-informed methods of teaching and assessing social work practice with

individuals and families. This will draw on the expertise of others in social work and related professions with reference to adult learning.

  1. Continually review the impact of the teaching methods and materials and develop further to enhance learning impact. Actively seek feedback from all stakeholders on the impact of your role.

  2. Set and uphold high quality practice standards, through professional development, instilling a strong sense of accountability in staff for the impact of their work on the lives of vulnerable persons (children, youth and adults).

  3. Continually review and monitor the implementation of basic Social Work principles that can be evidenced in how they work both internally and externally. Recognise challenges and constraints as they arise and take the lead in addressing them.

  4. Work individually and with others to design and deliver context-appropriate training packages which support understanding and application of Social Work model and related community-based psychosocial support approaches.

  5. Maintain up-to-date knowledge in relation to strengths-based approaches in social work.

  6. Undertake other duties commensurate to the grade of the post.

Required Qualifications and Experience:

Education

• Master’s degree in Social work or a related from an accredited academic institution with 2 years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• At least 3 years of previous experiences in Social Work, Protection-related interventions

(GBV, Child Protection, General Protection) in emergencies.

• At least 3 years of previous experiences in providing services to displaced populations, migrants, refugees or conflict affected populations

• Significant experience in implementing Protection (with MHPSS component is an asset)

related projects, providing trainings, supervision, coaching, and mentoring to national staff

• Demonstrated experience and knowledge of UN and international agencies structures

• Experience in capacity building activities and curriculum development is an advantage

• Extensive technical trainings in field of social work and/or protection, GBV, MHPSS, Child

Protection is an asset.

• Previous humanitarian experience in South Sudan is an advantage.

Languages

• Fluency in English is required. Working knowledge of Arabic is an advantage.

Its mission is to implement evidence-based, culturally sensitive, innovative projects promoting health, according to perceived public health needs and priorities as understood through quality research. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, THESO rehabilitates devastated health care systems and helps bring them back to self-reliance.

THESO is seeking to recruit a Health Coordinator for its South Sudan programme to be based in Juba.

The Health Coordinator is primarily responsible for technical design vision, strategy, design, implementation and management of the health programmes at national level. The Health Coordinator will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Health Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S(he) will ensure high-quality clinical services in all THESO-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Health Coordinator will represent THESO in the national Health Cluster, Health Forum and other technical working groups.

Essential Duties and Responsibilities

The Health Coordinator is primarily responsible for contributing to vision, mission, strategy, design, implementation and management of THESO health programmes. S/he will work under direct supervision of Health Manager in collaboration with the senior management team and health teams in the field. This is a Juba based position with frequent travel to field sites ensuring the highest standards of service delivery and accountability to affected populations.
ESSENTIAL RESPONSIBILITIES:

Supervision of expatriate and national medical staff

Provide technical expertise on proposal development, reporting, and donor compliance

Work closely with Health Manager and Programme Director to ensure smooth running of Health programmes

Provide technical guidance and supportive supervision to the programme

Strong proposal, concept paper and reports writing capabilities

Ensure international standards (WHO/SPHERE) and South Sudan national standards are met while delivering services

Provide technical input during proposal development and technical review, data analysis of reports and feedback to the field health team of common causes of morbidity and mortality

Work with county health departments to ensure that there is a plan for smooth and gradual transition of responsibilities to MoH and that this is effectuated

Ensure THESO compliance with South Sudan MoH Basic Package of Health services and protocols for curative, MCH, Reproductive health, EPI, health education, Neglected Tropical Diseases, nutrition and disease surveillance.

Ensure that Health, Nutrition, EPI, SRHR, MCH and HIV/AIDS service statistics and all the required reports are properly collected from each health facility and submitted timely to the immediate supervisor and respective departments appropriately.

Represent THESO at different health-oriented meetings

Supervise the required equipment, drugs, medical supplies and furniture needs.

Responsible for training of health care staff including community health workers, maternal and child health care workers and other staff on reproductive health and family planning

Essential Requirements

Master degree in public health, epidemiology /experience with first degree in human medicine & surgery

Post graduate diploma or degree in project planning and management is an added advantage

Skilled in management, supervision and organisation

Very good programme report writing skills as well as analytical capacities

Strong experience in organising and conducting training and capacity building

Basic computer skills (Microsoft Office, Email, EXCEL, PowerPoint Presentations)

Previous working experience in emergency/post conflict setting with at least 3 - 5-year experience in a similar position with an international organisation

Energetic, independent and motivated to work in resource limited and harsh environment

Not easily disheartened by frustration and delays

Must be willing to work over 8 hours/day as needed

Strong teamwork skills in a multi-cultural setting

Working knowledge of English is a must, knowledge of Arabic is an added advantage

Qualified South Sudanese national is preferred

GENDER ANALYSIS STUDY

Enhancing the Accountability for Gender Based Violence/Gender Equality with Nutrition Organizations

1. BACKGROUND

The BPRM project on Enhancing the Accountability for Gender based Violence / Gender Equality with Nutrition Organizations will be implemented in Aweil East County and Gogrial West County; in collaboration with local partners. This program will leverage on existing projects and relationships to ensure more benefits for women, men, girls and boys.

The Programme aims to Continue our wide roll-out of Action Against Hunger’s Gender Minimum Standards and gender analysis methodologies, enhancing the overall accountability for gender based violence and gender equality through capacity building trainings to encourage staff to mainstream GBV, achieving the gender minimum standards as an institution, Work across departments to adapt key technical and institutional tools and methodologies to ensure GBV and gender considerations are mainstreamed ,Build the capacity of Action Against Hunger and national partner organization staff to ensure methodologies and tools are correctly used and implemented, We will pilot the use of adapted tools and share results and best practices internally and externally through humanitarian coordination mechanisms

The programme objectives

Objective 1 aims to improve the accountability of Action Against Hunger and our partners towards GBV and Gender Equality.

Objective 2 aims to improve the accountability towards GBV and Gender Equality within the global Nutrition cluster/ national nutrition coordination mechanisms.

2. CONSULTANCY SERVICE DESCRIPTION

The consultancy will be hired for 2 separate roles: Gender Analysis and the Safety Audit.

Objectives

Lot 1: Gender Analysis

(1) To undertake review, survey and verification of gender analysis to establish the basis for programme intervention design and help the Action Against Hunger programme team to understand the differential gender roles and responsibilities, powers and privileges, and rights in relation to gender mainstreaming.

Lot 2: Safety Audit

(2) To ensure that effective program elements are in place for identifying, eliminating, or reducing possible risks that could adversely impact our programs. This will help reduce potential vulnerabilities of women/men and girls and boys hence mitigating possible threats.

Scope of work

Lot 1 Gender Analysis

The assignment will further assess if the existing information is adequate for Action Against Hunger to understand how our Nutrition, Wash, Food security and livelihood program objectives are affected by gender differences/ inequalities amongst the communities in Aweil East and Gogrial West; this verification gender analysis is intended to establish:

a) Differences in women and men’s access to assests and Action Against Hunger services of Nutrition, Wash Food security and livelihood and its consequences

b) Differences and inequities in women and men’s use of time between paid, unpaid, and volunteer labor and care-taking responsibilities in the household and community

c) Differences and inequalities in leadership roles, decision-making, and legal status

d) Experiences of GBV and violence

e) The activity profiles of the different gender groups and the socio-cultural norms that underpin these.

f) Identification of specific gaps in knowledge or understanding of how gender dynamics impact men and women’s nutrition in Malualkon and Alek areas.

g) The power and privileges of gender groups in relation to access control of resources or assets at community level

Lot 2 Safety Audit

To carry out a risk assessment and safety audits.

a) To carry out risk Assessment, safety audits considering the physical lay-out of the community where Action Against hunger provides services focusing on the OTP site locations and available social services water, sanitation resources, presence of community actors as well as the distance

b) Action Against Hunger Nutrition sites in compliance/accordance with internal processes and work policies

c) The report shall give recommendations necessary steps to undertake in each area of non compliance to enable Action Against Hunger to implement to be compliant

d) The report to indicate the required benchmarks at various points for Action Against Hungers continuous improvement.

e) The audits will cover the entire Action Against Hunger office as well as its interrelationship with its neighbouring communities etc.

f) To determine the level of Risk, Safety awareness amongst staff and give recommendations

g) Review Action Against Hungers Safety Policy vis a vis the regulatory requirements

h) Submission of the report to the Action Against Hunger

Methodology

The methodology will be developed and specified by the consultants and will cover the following:

a) Reviewing of the secondary data - desk review

b) Field survey/assessment in the selected counties / areas

c) Data analysis: the data collected from desk review, stakeholder consultation and field survey will be analyzed as per scope

d) Report: based on the data collected and analyzed, recommend the key gaps for intervention.

e) Debriefing with Action Against Hunger team

f) Sharing of Reports: with stakeholders and, target groups

3. ASSIGNMENT DURATION, LOCATION AND TENTATIVE WORK PLAN

The consultancy assignment is expected to take an estimated 67 working days for both studies (47.5 days for Gender Analysis and 19.5 for Safety Audit).

This includes travel to the project areas, but excludes days off in between field visits (days off in country of assignment are not considered paid working days and are optional).

The consultant is expected to work in Juba, Malualkon (Aweil East, former Northern Bahr el Ghazal state) and Alek (Gogrial West, former Warrap state).

4. DELIVERABLES

Lot 1 Gender analysis

a) Research proposal: Methodology, tools, literature materials proposed for the consultancy based on initial briefings, consultations and experience for approval by Action Against Hunger.

b) Literature review report

c) A comprehensive gender analysis report (in soft copy) addressing the scope highlighted above.

d) At least 2 PowerPoint presentations: one for use in debriefing meeting(s) and for use during advocacy events

Lot 2 Safety Audit

a) Audit report and recommendations

5. QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED

  • Excellent knowledge and internationally recognized expertise in gender, gender based violence in emergency and development context
  • Written and oral skills in English
  • A post graduate degree in gender, development studies or social sciences and demonstrating capacity to conduct reviews, interviews, consultations, and to produce quality documents
  • Extensive experience in research and analytical work in gender equality and women's economic empowerment
  • Familiarity with the South Sudan context
  • Experience in undertaking similar work under pressure in volatile environments, strictly following the organizational security rules
  • Strong analytical and presentation skills
  • Proven track record and ability to liaise with different groups at different levels including policy makers, grass-root women’s organizations, field workers and technical experts amongst others
  • Knowledge of participatory approaches and tools
  • Must possess communication and written presentation skills and auditing skills.

6. LOGISTICS, SECURITY AND FACILITATION

In line with Action Against Hunger policy, only the consultant’s daily honorarium and total amount based on the number of days, plus the cost of flight from country of residence to South Sudan shall be included in the financial proposal.

All in country activity costs (e.g. workshops, meetings) and travel/transport/DSA costs will be provided and/or paid directly by Action Against Hunger in country and should not be included in the financial proposal. The DSA rate will be calculated based on Action Against Hunger policy in country.

All days spent in the mission are counted as paid working days, apart from the days of rest the consultant is allowed to take between field visits. Travel days to and from South Sudan will not be considered as paid work days.

The consultant will also maintain a time-sheet for the duration of assignment, so that payment can be done based on the exact number of days worked.

When in the field consultant will always reside in the Action Against Hunger base guest house, provided by the field office. This residence includes accommodation and 3 meals per day. While in Juba, the consultant will stay in the Action Against hunger Guest House and also receive full board.

Action Against Hunger will support the consultant with the South Sudan visa request and application process (invitation letter, immigration processing, temporary ID card).

Working space will be provided by Action Against hunger, as well as support to identify appropriate locations for events within the capacity of the organization.

The consultant is expected to cover him/herself all costs of travel and medical insurance, which includes the option for medical evacuation coverage. This will be assessed by Action Against Hunger prior to deployment to South Sudan.

While in the mission, the consultant will be taken through security briefing by the operations coordinator to be familiar with the security context of South Sudan.

Prior to field visits, a pre-departure security profile will be prepared and validated by the operations coordinator and Country Director to ensure all areas selected are cleared for security purposes.

The consultant must at all times respect and abide by the security plan, rules and regulations of Action Against Hunger mission in South Sudan.

7. LEGAL AND ETHICAL MATTERS, INTELLECTUAL PROPERTY RIGHTS

The ownership of the draft and final documentation belongs to the agency and the funding donor exclusively. The document, or publication related to it, will not be shared with anybody except Action Against Hunger, who will deliver the final document to the donor.

Action Against Hunger is the main addressee of the study and can share the results of the evaluation with the following groups:

• Donors

• NGOs partners

• Relevant co-ordination bodies

It is important that the consultant does not have any links to project management, or any other conflict of interest that would interfere with the independence of his/her work.

All documentation related to the consultancy (and notably its deliverables) shall remain the sole and exclusive property of Action Against Hunger.

Context:

Under the overall supervision of the Malakal Head of Sub-Office and the direct supervision of the Mental Health and Psychosocial Support Program Manager, the successful candidate will be responsible and accountable for the coordination, implementation, and monitoring of the all IOM MHPSS portfolio in Upper Nile State, according to relevant International guidelines and standards.

Core Functions / Responsibilities:

a) Support the MHPSS program manager in identifying program development opportunities in Upper Nile State (IDP and refugee settings) and support in project proposals development and identification of new donors and thematic areas of technical intervention

b) Support the MHPSS Team in developing and implementing a holistic and systemic MHPSS

strategy for IOM in South Sudan, in line with IASC guidelines

c) To design and implement appropriate Levels 3 and 4 MHPSS services in Malakal PoC where doable and in coordination with the local WG. Where applicable, to determine appropriate coordination and referral system with health actors providing psychiatric interventions. Strengthen non-clinical activities and referral to clinical services in the provision of Level 4 services.

d) To develop and ensure adequate capacity building to IOM MHPSS staff, PSS mobile teams

and other relevant actors where applicable, including line ministries, IDPs and host community members

Required Qualifications and Experience:

Education

Experience

Context:

The MHPSS program in Unity State includes but is not limited to capacity building for IOM staff and international community, cultural and recreational activities, peer support groups for vulnerable displaced people, individual and group psychosocial counselling, integration of mental health in primary health care system, referral for provision of specialized mental health services.

Core Functions / Responsibilities:

a) Support the MHPSS program manager in identifying program development opportunities in Unity State (for IDPs and host communities) and support in project proposals development and identification of new donors and thematic areas of technical intervention

b) Support the MHPSS Team in developing and implementing a holistic and systemic MHPSS

strategy for IOM in Unity State, in line with IASC guidelines

c) Develop and ensure adequate capacity building to IOM MHPSS staff, PSS mobile teams and other relevant actors, including line ministries, IDPs and host community members is provided with updated International Standards and methodologies

d) To identify qualified staff/volunteers, provide capacity building and supervise the IOM mobile teams comprised of counsellors, facilitators/animators in providing focused non-specialized services for individuals, caregivers and support groups in the Bentiu PoC,

THESO is seeking to recruit a Finance & Admin Controller for its South Sudan programme to be based in Juba.

Under direct supervision of Finance Manager, the Finance & Admin Controller is primarily responsible for directly overseeing all financial, accounting and administrative activities including human resources administration and all finance administrative activities and reporting under mentioned projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Missions and activities:

Administration and finance policy compliance

Ensure that the South Sudan office finance functions are in line with THESO global finance policy and established organisational practices

Ensure that donor rules and regulations are adhered to in finance management of specific projects

Establish and implement national specific administration and finance systems, and guidelines

Administration and finance staff Management

Supervise and oversee all administration and finance staff within country/field offices

Ensure regular training of the staff on compliance issues and monitor performance

Preparation of project budgets for donor grants

Preparation and revision of programmes and grant proposals and budgets in line with donor guidelines, and THESO and donor formats

Guide finance and non-finance staff in preparation of grant budgets and review the same

Review and finalise partner grant budgets ensuring cost effectiveness, clarity of budgets

Establishing effective internal finance controls

Ensure that established internal control systems for THESO are in place.

Oversees the protection of the country’s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.

Ensure that the authorisation matrix for the programmes is updated and approvals are in line with the matrix.

Field office support

Establish and implement practices to ensure efficient and seamless support and coordination with the field offices

Undertake regular field office visits in order to support, guide and monitor implementation of internal controls, identify support needs, and train finance and non-finance staff

Monitor programme activities in line with donor proposals and share observations with the concerned team members

Quality admin-finance reporting and documentation

Provide monthly admin-financial reports as stipulated with THESO Finance Manual- ensuring integrity of information and explanations, and timely submission

Prepare and submit donor reports as and when necessary- ensuring reporting in the due format of the donors, accuracy of information and timely submission

Analyse finance information to generate information on overall finance management issues

Perform accounting and finance management functions

In compliance with THESO policy, establish country policies regarding cash holding limits, cash movements and foreign currency holdings

Ensure the development and implementation of a plan to minimise the country’s foreign exchange exposure to currency gains and losses

Supervises all country’s office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.

Profile:

Minimum 5 years of Previous experience in humanitarian work, including previous experiences as mission Finance/administrator

Experience with donor (DFID, USAID, ECHO, UN Agencies, SDC, CDC, CIDA etc) regulations, budgets and reporting requirements

Demonstrated experience in working with computerised accounting systems preferably in SAGA, Quick Books, SAGE, standard spread sheet and database programme

Willingness and ability to undertake field travel to, and spend quality time monitoring operations

Must be a patient and excellent communicator who can function in an organizational environment involving a diversity of cultures, languages and background

Must be sincerely committed to staff coaching, training and mentorship, with demonstrated success in this area.

Knowledge and background of Region as well as Arabic will be a distinct advantage.

Priority will be given to qualified South Sudanese candidate

To fulfil this commitment, the PSEA Specialist will implement UNICEF South Sudan’s Office PSEA Action Plan which focuses on enhancing UNICEF and partners’ capacity to prevent and respond to SEA; supporting the country office in managing and coordinating SEA concerns and allegations, supporting partners to respond to the needs of SEA survivors and witnesses; providing technical guidance to senior management on SEA issues; support the implementation of community based mechanism (CBCM); representing UNICEF in PSEA coordination forums including the PSEA Task force; and engaging and supporting local communities in PSEA efforts.

Internal capacity building and technical support

  • Provide technical support and monitoring on the implementation of UNICEF South Sudan Country Office (SSCO) PSEA Action Plan in the national and field offices
  • Deliver induction and refresher PSEA trainings for all UNICEF staff including implementing partners, contractors, consultants, volunteers etc and support HR to ensure that all UNICEF staff complete the PSEA online mandatory training
  • Assist Human Resources to integrate PSEA tasks in Focal Points Job Descriptions
  • Support Human Resources/Management to ensure sustainability of implementation and follow-up on PSEA Action Plan
  • Provide PSEA awareness sessions (initial or refresher) in all UNICEF field offices and provide capacity building sessions on PSEA for UNICEF implementing partners
  • Enhance capacity of UNICEF PSEA Focal Points to lead PSEA activities in their field offices.
  • Inter-agency response to SEA

  • Participation in PSEA Task Force coordination meetings and events
  • Work with the PSEA Task Force in taking forward actions including; development of information sharing agreement on SEA; development and implementation of a Community Based Complaints Mechanism; development of outreach and sensitization on SEA in the communities
  • Support training PSEA Focal Points and staff from other humanitarian organizations, responding to complaints that arise, and developing interagency responses to problems that become evident
  • Liaise with the focal points in the UN Country Team (UNCT) in the implementation of the strategy of the Secretary-General’s Bulletin on special measures for protection from sexual exploitation and sexual abuse including the additonal directives of 2018 on PSEA
  • Receiving SEA Allegations

  • Immediately refer victims/survivors to appropriate service providers so that they receive the medical, psychosocial, legal and material support they may need- this is the first priority
  • Upon request, assist the SSCO to document and manage reported SEA allegations- including referrals, and completing the Significant Incident Report (SIR) and UNICEF notification alert
  • Ensure that all information pertaining to complaints is handled and referred strictly in line with agreed protocols: the internal UNICEF Notification Alert and inter-agency information sharing procedure agreed with the PSEA Task Force
  • Ensure that information gathered on SEA allegation kept safe and confidential
  • Victim (Survivor) assistance

  • In coordination with the Gender Based Violence (GBV) Specialists based in Juba and in the field, ensure age-appropriate assistance including psychosocial, medical, safety and legal services are provided to survivors of SEA via established GBV referral mechanism and UNICEF policies on SEA response.
  • In coordination with GBV Specialists, monitor the quality of assistance and follow up provided to victims/survivors of SEA by UNICEF partners.
  • Work with the GBV Specialist and the Chief of Child Protection to define the modality for monitoring the assistance provided to child SEA victims by service providers (other than UNICEF implementing partners)
  • Information management

  • Work with the Information Management Officer (IMO) for Child Protection to establish a confidential data management system on SEA cases and case management
  • Regularly manage, update SEA data base and contribute to SSCO PSEA quarterly progress report
  • Update share drive for office staff to access PSEA policy and guidance material
  • Community Engagement and Prevention

  • Support community awareness and consultations to mitigate SEA risks and prevent SEA
  • Identify opportunities across UNICEF programmes for community sensitization, risk assessment and capacity building on SEA
  • Respond to any circumstances that create risk and vulnerability for SEA, seeking to address underlying risk factors
  • Together with Communication for Development (C4D), and in liaison with the PSEA Taskforce, develop awareness raising materials for UNICEF, partners and communities including leaflets, brochures, and posters

    The Pediatrician reports to the Hospital Technical Coordinator

    Purpose of the position

    The Paediatrician is in charge of the department in which he/she is a specialist in the hospital and will manage all matters related to the department and be a member of the Hospital Technical Management Team and also support the state to build the capacity of healthcare workers in the hospital and other hospitals in the state.

    The role will also involve significant capacity building (in-house training of residents and medical students) tasks in the hospital and possibly offer lectures within the Health Training Institute in Torit.

    Key Responsibilities and Accountabilities

    1. Ensure medical services of high and consistent quality in the departments one will be in charge of and ensure all supplies and equipment are availed.
    2. Take part in the senior management meetings of the hospital and ensure the departments' concerns are dealt with.
    3. Take part in grand rounds and CMEs for the facility staff and ensure that the capacity of the staff in the department is improved in order to improve quality of care.
    4. Monitor the activities of the department; both technically and administratively while ensuring high-quality services are rendered. Represent the department in various inter-departmental meetings.
    5. Assist in any administrative tasks at the hospital if delegated by the hospital Medical director
    6. Participate in the hospital quality review and audit sessions and organize departmental audit and review meetings
    7. Adhere to, supervise, enforce that all department staff maintain all medical safety procedures and apply the highest hygienic standards
    8. Remains accountable for the overall performance of the department and ensures that staff operating in the department are equally accountable for their time and services.
    9. Performing additional tasks or duties as assigned during the period of employment.
    10. Plan and ensure adequate (24 hours including night shifts) coverage of the department

    Minimum (Essential) Requirements

    1. Bachelor of Medicine and Surgery from a recognized University by the Government of South Sudan or in your Country of origin.
    2. Master’s degree in a relevant specialization (pediatrics)
    3. Ability to plan and facilitate clinical training and grand rounds on a regular basis (daily or weekly depending on staffing levels at the department)
    4. A good understanding and experience of working with County Health Officials, State Ministry Officials, Donors and Un agencies
    5. Previous experience of working in South Sudan hospitals is considered an advantage
    6. Ability to work in resource-constrained regions.
    7. Have an understanding of the broad range of medical disaster management.

    Health Programs in South Sudan.

    Cordaid has been working in South Sudan to support the improvement of the Health Care system in the country through support to County Health Departments, the state ministries of health and support to 5 state and county hospitals.

    Cordaid is also working in the South Sudan Health sector with projects in the greater Unity state (Rubkona and Guit counties); Namorunyang state (Budi and Kapoeta south counties) and in Upper Nile (Fashoda, Panyikang and Melut).

    The health project seeks to improve the health system in the country in partnership with the local authorities.

    Key Responsibilities and Accountabilities of the Position:

    1. Takes the lead in M&E for the Health Projects in South Sudan by supporting the Monitoring and Evaluation role in the health sector. Specifically, the M&E Officer will track the progress of the five projects each month, track the submission of monthly reports and give quarterly feedback on the achievements based on the agreed indicators and timeframes.
    2. Also, he/she will work with the respective program coordinators to develop tracking tools for the projects, give quarterly presentations on achievements and develop and modify the tools used in inpatient HMIS systems.

    Facilitate Usage and adoption of standard M & E Tools

    1. Develop and strengthen monitoring, inspection and evaluation procedures for the five HPF funded projects
    2. Monitor all project activities and progress in this program towards achieving the project output;
    3. Develop and monitor impact indicators for the project success;
    4. Assist in data verification at the county level and at the health facilities for the health sector
    5. Ensure that the monthly DHIS data from the counties is uploaded by the county health departments and give feedback on the rate of progress
    6. Support the development of output indicators for the health project and initiate data collection at Bentiu state hospital.
    7. Conduct capacity assessment of existing monitoring and evaluation system;

    9. Develop indicators and a monitoring strategy for the project;
    10. Monitor and evaluate overall progress on achievement of results;
    11. Monitor the sustainability of programme results;
    12. Provide feedback to the project manager on project strategies and activities;
    13. Monitor monthly the progress of the projects based on the agreed targets and indicators and provide feedback to the program team
    14. Set up an internal monitoring system for all outputs under the project.

    Capacity development

    1. Liaise with the national Ministry of health to facilitate the provision of all data collection tools
    2. Support the training of county and hospital staff on data collection with a specific focus on nutrition indicators and inpatient HMIS
    3. Take part in the training of healthcare staff at health facilities in Eastern Equitoria and Northern Liech state

    Reports

    1. Provide input, information, and statistics for quarterly, annual and other reports to the Health Project manager
    2. Participate in the quarterly project review meetings wherever possible
    3. Participate in the development of indicators for new projects and revision of existing targets and indicators.
    4. Perform other duties as required.

    Qualifications and Skills

    1. Bachelor’s degree in Public health or Biostatistics or Health Information or Diploma in Health Information Management or postgraduate training in Epidemiology /Biostatistics
    2. Experience in the Development of Project log frames within the health sector and in the use databases
    3. Familiarity with statistical packages like SPSS, STATA and SAS an advantage

    Position Title: Procurement Officer

    Duty station Based in Juba with up to 10% field travel

    Reporting Line:

    The Procurement Officer reports to the Logistics and Procurement Manager

    Purpose of this position:

    The Procurement Officer will ensure the timely and cost-effective procurement of supplies and relief good for the smooth implementation of projects activities.

    Key Responsibilities and Accountabilities:

    Logistics and Procurement

    1. Responsible for national and international procurement of goods and services
    2. Enforce internal control procedures and compliance with Cordaid and donor procurement regulations
    3. Ensure that procurement request forms from managers comply with Cordaid’s procurement policy and guidelines, and are processed promptly.
    4. Maintain and execute a quarterly procurement plan for each programme/department
    5. Request for quotation’s and prepare Comparative Bid Analysis, Purchase Orders and Supplier Contracts. Waivers, as well as Goods, Received Notes, Service Competition Note for each procurement transaction.
    6. Plan, coordinate and conduct national and international tendering processes in consultation with the Logistics and Procurement Manager. Ensure to provide the secretariat duties as required by the Procurement and Tender Committee.
    7. Draft and submit the procurement evaluation report of tenders to the Logistics and Procurement Manager for consideration.
    8. Establish a procurement tracking sheet for all Purchase Request (PR) activities and daily update of tracker through the server. Ensure that the inputs from the individual tracker is shared with the Procurement Manager and provide advance warnings of delays/shortages or other problems to programme managers.
    9. Ensure that the procurement documents are filed in chronological order and as per the procurement process for audit purpose.
    10. Establish a database of qualifying suppliers and analyze the supplier’s database to ensure that the suppliers on the suppliers' list are with appropriate valid license and tax certificate. Take appropriate action to discard suppliers who do not meet the required standards.
    11. Present weekly/monthly procurement reports and updated procurement plan to the Logistics and Procurement Manager for the Senior Management Team presentation and update.
    12. Conduct field visits to sub-offices as requested by Logistics Manager to support procurement activates at field level including systems implementation.
    13. Deputise the Logistics Officer during his absence.

    Contract Management

    1. Draft contract for suppliers and ensure that all legal aspects are verified and that the contract is as per Cordaid’s standards.
    2. Prepare and maintain logistics contract and service agreement management tracking system to ensure that responsible staff is aware the payment deadlines, contract renewals and non-renewals and provide schedules and deliverables.
    3. Maintain a matrix of clear roles and responsibilities for all individuals involved in the logistics contract and service agreement management and monitoring.
    4. Review contracts and service agreements periodically and recommend amendments/changes to the Logistics and Procurement Manager for approval by the Country Director.
    5. Review, record and conduct an evaluation of the contractor’s/suppliers performance as per the contract/ToR (Supply/Works/Services) for future reference. Communicate with managers of performance not met and advise on mitigation to ensure that the certificate of service completion is submitted after the work is completed as per standard.
    6. Review the active suppliers/contractors/service providers to ensure that each provider does not exceed the maximum approved period of service. Ensure to suggest a change of providers after every two years of service.
    7. Follow-up with service providers and suppliers to submit invoices for payment as per the delivery note and/or service provided.
    8. Prepare the received invoice for payment by attaching the relevant support document including the purchase order and the contract of service. Facilitate and ensure payment of suppliers is made promptly.

    Position Title Reproductive, Maternal, Neonatal and Child Health (RMNCH) - Specialist

    Purpose of the position

    The Reproductive, Maternal, Neonatal and Child Health (RMNCH) Specialist will ensure sound technical implementation of HPF supported primary and secondary healthcare activities in LOT 14 where CORDAID is consortium lead covering BSH, Rubkona and Guit Counties. S/he works in collaboration with the State Ministry of Health (SMoH), County Health Department (CHD) by providing expert advice with the specific aim of transmitting knowledge to build the capacity of the Ministry of Health (MoH) staff.

    Reporting Lines

    The RMNCH Specialist shall report directly to Program Manager for HPF 2 LOT 14

    Key accountabilities and Responsibilities

    Capacity building and systems strengthening

    1. Plan and conduct short-term clinical trainings and Continuous Professional Development (CPD)/Continuous Medical Education (CME) sessions for facility staff and community based health workers i.e. Boma Health Committee (BHC) members, Payam Health committee (PHC) members, traditional birth attendants (TBAs) & Home Health promoters (HHPs) based on regular training needs assessments. Topics to be covered should include focused ANC, focused PNC, BEmONC, and CEmONC & family planning services;
    2. Ensure that facility-based health personnel adheres to the Reproductive Health guidelines and the relevant MOH policies and protocols in all supported health facilities.
    3. Ensure infection control committees and plans (universal precautions & medical waste disposal)/standard operating procedures (SOPs) are in place and adhered to at all health facilities.

    Quality Service Delivery

    1. Plan and support set up missing new service delivery components in various PHCCS/PHCUs like Provider Initiated Testing and Counseling, essential newborn care practices; diagnostic ultrasound services including use of fetal Doppler;
    2. Promote innovative approaches to maternal, newborn and child health including the use of neonatal incubators and Kangaroo mother care for premature babies, routine administration of vitamin K for all newborn babies, use of chlorhexidine for cord care, use of birth cushion for deliveries, solar suitcases for lighting etc;
    3. Establish a performance-based motivational package for BHCs, PHCs, TBAs, HHPs (cash for referral incentive scheme) and pregnant mothers (mama kits, other in-kind incentives e.g sugar). Train the CHD, Health unit management committee members and facility-based staff on the use of the cash for referral scheme;
    4. Work with key facility staff (facility in-charges, midwives, TBAs) to ensure maternal death audits are conducted and documented as they happen while considering cultural diversities while undertaking this activity;

    Coordination and networking

    1. Maintain high, cordial and professional working relationship with facility-based health workers, County Health Department, State Ministry of Health and other partners, including UN, INGOs and local organizations working in Rubkona and Guit counties - NLS
    2. Participate in quarterly integrated support supervisory visits to PHCCS/PHCUs together with the CHD teams using the quantified Supervision Checklist (QSC);
    3. Manage school health services including health education on menstrual hygiene to ensure retention of girls in schools and completion of education cycles, tetanus toxoid and human papillomavirus immunization for school going girls, mass deworming for Children between 5 years and 15 years etc;
    4. Strengthen the community based e-mobile referrals by TBAs to ensure early referral of mothers who develop complications during pregnancy, childbirth and the immediate post-natal period
    5. Establish and manage a transport voucher scheme at facilities to complement available ambulance services for CEmONC referrals;
    6. Attend relevant coordination meetings and represent Cordaid when and as requested by the program manager at all fora (facility, CHD, and State Ministry of Health) and provide adequate feedback to the field and Juba Offices as may be necessary;
    7. Participate & contribute during quarterly review meetings of HPF projects at various hospitals and primary health care levels;
    8. Contribute to the preparation of quarterly technical progress donor reports;
    9. Ensure availability of RH related HMIS recording and reporting tools and equipment at all facilities based on needs to ensure timely submission of all required HMIS monthly reports to the CHD;
    10. Contribute to the development of concept notes and project proposals for Reproductive, Maternal, Neonatal, Child and Adolescent sexual & reproductive health;
    11. Perform any other duty that may be requested from time to time

    Qualifications and skills

    1. Qualified health professional Degree in Health Sciences (Midwifery, Reproductive Health, Nursing, Clinical medicine) preferably with a Master in Public Health or Reproductive Health from a recognized institution
    2. Minimum of three years working experience in a similar position preferably with an International NGO or relevant government departments
    3. Demonstrated ability and affinity to work with SMoH, CHD, local Authority /health staff to plan, coordinate, implement and monitor improvements in healthcare provision, disease control activities and health prevention and awareness with a focus on MCH service delivery.
    4. Advance training skills with proven knowledge of adult education and community mobilization
    5. Strong communication skills with excellent written and spoken English
    6. Excellent organizational skills
    7. Advanced computer skills including Word, Excel, Powerpoint, Access, Outlook as well the use of the internet.
    8. Knowledge of spoken Arabic and local languages is an advantage
    9. Ability to work under remote field conditions with minimum facilities **

    Position Summary: MESP is seeking a Human Resources Specialist who will be responsible for managing staff contracts, assist with the recruitment of new staff, payroll and benefits calculations, and oversight and HR record keeping.     Responsibilities:

    • Provide sound and effective advice to the Chief of Party, Director of Finance and Administration, and other MESP staff on questions related to Human Resources (HR) and all personnel related matters.     • Support the Human Resource processes throughout the project by managing strategic and/ or specialized information related to Human Resources;
    • Prepare and keeping records of employees' sick days, overtime and vacation days per USAID and MSI policies;
