  1. Management of pregnant women admitted to the ward: visit doctors - procedures - reporting - detection of vital signs of pregnant women (P.A. Temp. Partograph, fetal heart, diagnostic requests (lab - U / S, etc.). Administration of therapy prescribed by doctors.

Project Summary: **

The United States Agency for International Development (USAID), program office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.

USAID/South Sudan will conduct a final evaluation of the Reconciliation for Peace project, implemented by Catholic Relief Services (CRS). This evaluation seeks to understand the role of church leaders in reconciliation; their positive engagement with and influence on national politics; their approach to community dialogue and citizen and community participation; their approach to, training, and activities aimed at reconciliation and peace-building; to what extent these efforts are effective, and why they are effective or why not. The evaluation will also consider which elements of the churches' peace and reconciliation work USAID should support in the future.

Position Summary:

MSI seeks an evaluation team leader in South Sudan. The team leader will take full responsibility for managing the team, organizing its work, and ensuring quality control and delivery of a final report acceptable to USAID standards. The team leader will participate in the team planning meeting and other preparation meetings, in addition to providing leadership in the creation of evaluation instruments and tools, conducting interviews, providing leadership in report writing and presentations.

The proposed dates are from June - August 2018 and the estimated Level of Effort (LOE) is 35 days.

Responsibilities:

  • Participate in the team planning meeting and other preparation meetings as well as in selection of appropriate data collection methodologies, sampling and creation of corresponding interview instruments.
  • Review documents as part of literature review and prepare a summary report of the literature review.
  • Manage the data collection process including allocation of tasks to team members and ensuring the quality of the data being collected.
  • Conduct interviews with identified respondents including governments, local CBOs, USAID or others as identified.
  • Take leadership in drafting the evaluation report and presentations.
  • Lead the drafting of the evaluation report.
  • Debrief the wider audience that include, USAID team, implementing partner (s), government invitees, and any other interested stakeholder.
  • Lead the finalization of the report by incorporating USAID and stakeholder comments, and submit the report to MSI electronically.

Qualifications:

  • Master's degree in peacebuilding, conflict resolution, international development, evaluation economics or related social science.
  • At least eight (8) years of experience in peacebuilding and evaluation of DRG projects. Experience with faith-based peace and reconciliation efforts preferred.
  • Previous experience in South Sudan preferred.
  • Strong analytical and report writing skills.

  • Draft sections of evaluation report or presentations according to speciality and as assigned by the Team Leader.
  • Work with the team leader in preparing and managing briefings/oral presentations and reviews which serve as a checkpoint on the completeness of the evaluation team's data and analysis on each of the evaluation questions and on the clarity of the flow of the team's presentation of its findings, conclusions and recommendations.
  • Draft sections of the evaluation report, preparing in accordance with USAID's “How to Prepare and Evaluation Report” guidance.
  • Work with the team leader in debriefing the wider audience that include, USAID team, implementing partner(s), government invitees, and any other interested stakeholder.
  • Contribute to the finalization of the report by incorporating USAID and stakeholder comments, and submit the report to MSI electronically.
  • Submit all the quantitative and qualitative data sets obtained during the evaluation to MSI including all documents, slides, etc.

Qualifications:

  • Master's degree in peacebuilding, conflict resolution, international development, evaluation economics or related social science.
  • At least five (5) years of experience in peacebuilding and evaluation of DRG projects. Experience with faith-based peace and reconciliation efforts required.

South Sudan: WASH in School Project Manager - Yei

We are looking for our delegation in South Sudan for a

WASH in School Project Manager

Position Start Date: 1st of July 2018

Duration: 13 months

Location: Yei - South Sudan

Contractual conditions:

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4'300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

The southern part of the Central Equatoria State, bordering the Democratic Republic of Congo and Uganda, has become a new State, with Yei as its capital since the territorial reform of October 2015. This new state, which covers 10 counties and has an estimated population of 788,610 people (2014) had been spared from the conflicts and experienced stability which had allowed the intervention of development partners.

The situation deteriorated in 2016, with tensions between the population and the newly deployed Sudan People’s Liberation Army soldiers, and then direct confrontations between the National Army and the SPLM - IO rebels in the whole Yei River State, subsequently to the most recent coup d’état in July 2016 in Juba.

Fighting, but also retaliation by armed groups on civilians, led to a massive flight of people to Uganda, the Democratic Republic of Congo and Juba. UNHCR registration figures showed that this crisis has created an influx of 303,434 new South Sudanese refugees in Uganda and 36,897 in the Democratic Republic of Congo, from 8 July 2016 to 13 Nov 2016.

An unknown number of displaced persons were reported to have fled to the bush and the town of Yei, emptied of approximately half of its original inhabitants (48 000 people, according to most recent HCR figures). Yei is now an enclave, controlled by SPLA elements but surrounded by rebels, where 100,000 are trapped (including 58,000 recent Internally Displaced Persons).

HRW documented numerous cases of arbitrary detention and torture of civilians (predominantly men) by government troops, targeted deadly attacks based on ethnicity, killing and rape of civilians by government soldiers and rebels as well as forced displacement and looting of homes and belongings by SPLA soldiers.

Following a request by HEKS in early October 2016, Tdh - Lausanne conducted a rapid needs assessment of the humanitarian situation in Yei in November 2016, which highlighted uncovered priority needs in the sectors of wash, livelihood and protection. The blockade of the city, insecurity on the supply routes, departure of economic operators and forced massive population movements no longer allow access to basic hygiene items or distribution of safe drinking water.

The proposed intervention, which includes protection, wash and livelihood activities, will usefully complement the existing response.

The wash intervention aim is to implement Wash in school project in 18 school with the Blue School concept.

Main responsibilities:

This position is a non-accompanied, non-family expatriate position.
S/he is based in Yei where the project is implemented.
S/he is responsible for supervising and training her/his field teams.
S/he ensures decisions and actions are taken in her/his area of intervention and deals with them independently on a daily basis in consultation with the sector coordinator and the Country Representative.
S/he ensures that the outcomes of the project(s) s/he is in charge of are achieved.
S/he also acts as the link/the synergy between the project for which s/he is authorized and the other projects developed within the delegation.
S/he builds up the expertise in her/his field of intervention.
If a sector coordinator is in office in his/her intervention country, s/he works very closely and in consultation with the coordinator and his/her counterpart project manager in another zone.
S/he collaborates and coordinates with the Wash Specialist and the thematic advisors at headquarters to develop and validate the thematic strategy in line with the Tdh strategic commitments, and conduct advocacy and strategic capitalization actions.
S/he collaborates with the other Tdh sectors.

Function details:

WASH Technology

  • Conduct technical and social feasibility studies

  • Devise estimated plans and cost estimates for the facilities according to the procedures

  • Define the thematic strategy by involving the thematic expert

  • Monitoring of project and thematic indicators

  • Comply with the Tdh WASH standards and the international standards (SPHERE, minimum standards etc.) and those of the country

  • Prepare an exit strategy (end of mission)

  • Train his/her team in the technical and methodological aspects

  • Validate the quality of the construction materials

  • Implement procedures for invitations to tender, specifications and technical clauses in collaboration with log and admin and in compliance with Tdh procedures

  • Train the partners in the management and maintenance of the facilities built to improve the lifespan of the facilities

  • Make sure technological solutions are proposed which are suitable for the capabilities of the beneficiary populations (take into account the disabled, elderly people and children, for example)

  • Check and monitor the Wash activities closely

  • Manage the partners, a local NGO

  • Be responsible for the implementation of action plans and budget monitoring

  • Adapt the Tdh tools in WASH and capitalize on experiences by sharing the tools developed in the field with the headquarters (thematic expert)

  • Follow the recommendations of the thematic expert / present arguments if not followed

  • Make sure that the referencing for Tdh facilities is registered in the national databases

  • Compile all the essential technical documents for the projects on a digital medium to be sent to his/her technical advisor (HQ)

  • Compile the photos of his/her project(s) to be sent to his/her technical advisor (HQ) during his/her debriefings / copies to the communications department

  • Validate his/her project leaders' exchange of technical knowledge and send it to the headquarters (if no coordinator)

  • Take on the shared knowledge and integrate it into current and future projects (if no coordinator)

  • Write and submit a mission/handover report at the end of the mission using the Tdh format (copy to thematic advisor)

Reporting

  • Make sure that the referencing for Tdh facilities is registered in the national databases

Partnership and Coordination

  • Initiate, develop and strengthen relationships and collaborations with state structures and relevant actors EHA at the region and district as at the community level

  • Strengthen and develop collaborations with UN organizations and international and national NGOs

  • Establish and maintain a local and regional exchange mechanism on issues EHA

  • Consult, cooperate and coordinate with officials of the Health and Protection Sectors of Tdh for the integrated operation of the activities and operational strategies under the program coordinator

Budget

  • Participate in drawing up project budgets in compliance with current standards with the local partner

Fundraising

  • Pass on to the Field Coordinator or Country director any useful information for canvassing sponsors

  • In collaboration with the delegate, contact and monitor the sponsors represented on site (on a technical basis; the Head of Delegation is responsible for sponsor relations) if no coordinator

Administration / logistics and recovery services

  • Participate in sponsors' visits

  • Adhere to and enforce current administrative and logistical regulations and procedures

  • In consultation with the Head of Delegation or the thematic coordinator, participate in drawing up and presenting project proposals to sponsors

  • Evaluate future requirements and order the necessary equipment within the time frames

  • Ensure that equipment and other material resources available to the project are used wisely

  • Ensure quality and technical specifications of all WASH-specific supplies procured

Advocacy - Representation - Networking

  • Collaborate in developing advocacy in connection with the delegation's missions, policy and strategies and thematic policies

Information / Publications / Communication / Reporting (EN)

  • Collaborate in the effort to publicize the delegation in collaboration with the Program

  • Management: Participate in and promote the development of external communication tools

  • Pass on any information about the project's progress which is useful for media coverage to the Program Management

  • Produce periodic reports on activities within deadlines

  • Keep in regular contact with the coordinator or the Wash Expert at the headquarters regarding the status of the project's activities

  • Communicate with the organization’s other employees on a regular basis

  • Contribute to the SITREPs in coordination with the coordinator or DP, produce them if these posts do not exist within the delegation

Project Cycle Management

  • Plan and draw up project proposals in consultation with the thematic advisor and Wash Specialist, including in particular the validation of the impact of the project, its consistency, coverage, efficiency and effectiveness, long-term viability and relevance/feasibility, and taking into account cross-cutting issues (gender, HIV, environment, etc) before submission to the Head of Delegation and the headquarters

  • Guarantee the quality of project reports (including the annual project reports)

  • Conduct regular field visits for supervision and assessments of the project's progress

  • Involve an need assessment for further project (Unity)

Profile:

Knowledge

  • Strong background on community development

  • At least 3 years’ technical experience with WASH infrastructure

The Health Support Organisation is a leading registered South Sudanese based international nonprofit organisation dedicated to saving lives and relieving suffering through health care training, humanitarian and developmental programmes.

By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, THESO rehabilitates devastated health care systems and helps bring them back to self-reliance.

The Programme Director (PD) leads the strategic development and overall management of the rapidly growing THESO South Sudan Country Programme.
The Programme Director is overall responsible for building the capacity of THESO team and for cultivating a performance-based results-focused culture, ensuring programme, research and operational departments work in an integrated manner and towards a common vision. The Programme Director anticipates and manages risks, fostering a culture of accountability, and ensuring organisational resources are used in a cost-effective manner to maximize impact.

The Programme Director is also responsible for positioning THESO as a leading national organisation in the health & WASH sectors in South Sudan through actively representing THESO at national policy forums and managing its partnership with the Ministry of Health and relationships with other relevant Government departments. In addition, the Programme Director builds strategic partnerships and institutional relationships, which will further THESO’s organisational mandate. The Programme Director ensures that knowledge generated by the Country Programme is effectively documented and shared in order to inform ongoing quality improvement processes in THESO’s programming, and its advocacy and policy engagement initiatives in South Sudan, Africa and globally.

Key Responsibilities

Strategic Programme Development

Provides vision and guidance in overseeing the development of the Country Programme’s multi-year strategic and annual plans in line with THESO’s vision, mission and strategic priorities, including narrative, action plans and budgets.

Actively contribute to the national and international organisation’s overall strategic planning processes.

Leads direct reports in the delivery of annual plans, providing strategic direction through prioritizing and organising actions and resources to achieve programme and organisational objectives, as well as providing technical input and advice.

Provides oversight to ensure that programme and research activities are implemented in line with organisational standards and best practices, and in accordance with internal and external commitments.

Operations Oversight

Provides leadership, management and development of national and international staff. Line manages members of the senior management team (SMT), mentoring key position holders, identifying capacity-building needs.

Responsible for the overall financial management of the Country Programme.

Ensures financial controls, accountability standards, procedures and records are in place and adhered to as per THESO’s financial policies and procedures.

Oversee the management of the allocation of resources and assets, ensuring that appropriate monitoring and control mechanisms are in place and that these are maintained at all levels.

Manage the overall country budget within approved spending levels and oversee monthly cash flow to ensure steady and adequate funds for operational and programme expenditure.

Ensures adherence by all South Sudan Country Programme staff to THESO organisational policies and procedures.

Advocacy and Representation

Represents THESO to local and national authorities, donors and relevant partners, and as part of media and external visits. Actively participate in national policy forums and working groups, and other relevant forums in South Sudan and internationally, in order to further THESO’s vision and mandate. Ensure programmatic work is informed by, and responsive to, national and international developments in policy and practice, and where appropriate, contributes to developments in and changes to policy/practice.

Contribute to the ongoing development of THESO’s advocacy strategy and agenda, ensuring programmatic alignment to its global objectives and translating these into appropriate action in the South Sudanese context. In collaboration with other actors (civil society, government, donor and/or multi-lateral), identify areas of potential influence and ensure that knowledge and evidence generated by THESO’s Country Programme and organisationally is effectively applied at local, national and international levels in order to realize THESO’s vision and bring positive change to its target groups.

Fund Development

Explore, assess and present in-country and regional funding opportunities relevant to THESO’s strategic priorities and Country Programme plans. Develop and maintain positive relationships with in-country donor agencies.

Develop an annual both in-country and global fund development plan and negotiate annual fundraising and cost-recovery targets. Oversee the implementation of the plan; support and direct related fund development in the head office.

Contribute to the writing and review process of institutional proposals initiated ensuring alignment to plans and identified funding needs.

Organizational Development

Assess opportunities for organisational development and growth programme and the resources/systems/capacities required to support these potential areas. Identify areas of current work that requires further support, capacity building and/or resources.

Participate in strategic organisational discussions, processes and working groups to expand current, or develop new, areas of programmatic work (outside of South Sudan). Contribute to organisational policy development processes, contributing South Sudan experience and perspectives.

Qualifications

MPH or equivalent post graduate degree in International Health, Development Studies, International Relations or similar discipline. MD with master degree in public health is strongly preferred.

Experienced leader with at least 5-10 years senior management experience in multiple countries; at least 3-5 years as the head of a medium to large country programme of an INGO that focuses on health, preferably in Sub Sahara Africa

Minimum of 5 years international experience working in public health, health systems strengthening and health management programming; strong knowledge and experience of the health and nutrition clusters in developing countries

Extensive experience in high level representation at policy level, managing government relations and working in partnership with MoH’s and other national level stakeholders, with demonstrated success in bringing about evidence-based policy change at the organisational and local/national government levels

2. General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. The Greater Upper Nile region, including the states of Upper Nile, Jonglei and Unity have been the most highly affected ones by the ongoing crisis in which this project will be implemented. INTERSOS responds in all three States to the protection needs of vulnerable women and children by implementing GBV prevention and response as well as child protection activities.

The Protection Coordinator will ensure that all protection projects implemented by INTERSOS are in line with the current country strategy of the organization and will analyze context developments and emerging needs to identify opportunities for project expansion.

The Protection Coordinator will report directly to the Head of Mission and will participate in regular senior management team meetings giving strategic directions to the mission in South Sudan.

3. General purpose of the position

To lead the identification, design, implementation and monitoring of Protection interventions according the INTERSOS country strategy and the needs, and representing the organization in all technical relations with authorities, donors and the community.

4. Main responsibilities and tasks

General Programme Management

· Provide supervision and mentoring to the Project Managers, identifying training needs to build specialized skills in protection, particularly in GBV and CP.

· Ensure that protection staff and services adhere to GBV and CP best practices, professional standards and principles.

· Provide support tools to monitor quality of program implementation and enable feedback from beneficiaries and other stakeholders.

· Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.

· Provide training material for different trainings and share within the protection team.

· Contribute to produce high quality donor reports and supporting documents as required.

· Participate in all proposals design that includes protection components.

External and Internal Coordination

· Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.

· Proactively engage with donors, international NGOs and other actors participating at sectorial coordination meetings.

· Ensure that data protection protocols are respected in each location.

· Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.

· Monitoring the work of Protection staff in the field, through regular field visits to ensure high quality protection responses.

Protection Mainstreaming

· Ensure GBV and CP mainstreaming in new project and program proposal.

· Brief Project Managers from other sectors about main GBV and CP issues, and updating them on a regular basis.

· Ensure the collection of disaggregated data for reporting and analysis purposes in all projects.

5. Required profile and experience

Education

Microfinance Specialist: Agribusiness Development Programme

Reporting line

The Microfinance Specialist reports to the Senior Project Manager and is being supported by an investment manager of Cordaid Investment Management based in The Hague.

Purpose of the Position:

The Microfinance Specialist’s key responsibilities are 1) to ensure access to finance for farmers and agribusinesses that participate in the project’s activities and are in need of financial services and 2) to manage the Revolving Loan Fund (RLF) together with Cordaid Investment Management (CIM). The project will not provide financial services itself but work through and support South Sudanese financial institutions like MFIs, VSLA, SACCOs and banks.

The Microfinance Specialist will be responsible for successful implementation of the access to finance component of this 4+years, Netherlands Embassy funded programme SSADP II project.

Key Roles and Responsibilities

  1. Provide overall strategic guidance, leadership, management and general technical oversight of the access to financial goals and activities of the project, with a strong focus on achieving defined results;
  2. Coordinate with consortium members to align project activities in terms of regions and target groups and ensure that the access to finance activities correspond to the needs of the target groups served by the other project components;
  3. Manage, together with CIM, the Revolving Loan Fund (RLF). Develop policy, terms and eligibility criteria of the fund and ensure proper administration and reporting. Ensure “inflation-proof” repayment mechanisms;
  4. Lead, manage, mentor and develop the capacity of the project’s microfinance officers;
  5. Identify/map existing financial institutions operating in the projects operational areas. Develop an assessment tool for and assess the capacity and performance of these institutions. Identify capacity building needs;
  6. Support the development of appropriate loan products by the financial institutions that correspond to needs of farmers and agribusinesses. The important element is the definition of inflation-proof repayment terms ensuring the preservation of the RLF’s value;
  7. Organize and implement capacity building of financial institutions;
  8. Support to VSLA’s in improving their financial management and making them ready to provide loans to their members or intermediate loans from MFIs to their members;
  9. Organize financial literacy training to farmers and business skills training to agribusinesses;
  10. Coordinate all activities with the MFIs/VSLA/SACCOs/Banks;
  11. Identify banks or other money transfer mechanisms in the counties for disbursement and repayment of loans, easing cash-handling and reduction of risks;
  12. Monitor and report on project activities.

Qualifications and skills

  1. Master’s degree in banking, finance, business management or related field;
  2. At least 5 years’ experience in banking or management of microfinance institutions;
  3. At least 3 years’ experience in agricultural lending, including product development;
  4. Good understanding of key risks affecting agricultural lending in a fragile environment;
  5. Experience in South Sudan is a pre;
  6. Excellent report writing skills and analytical reviews;
  7. Fluency in English.

Role Purpose:

As a member of the Senior Leadership Team (SLT) in South Sudan, the Director of Program Development and Quality (PDQ) is responsible for driving the country office program strategy, developing annual plans and reporting on results. They are also responsible for ensuring development of high quality, evidence based, innovative programs for children, in all contexts, that contribute to Save the Children's global Breakthroughs: Learn, Survive, Be Protected. The Director of PDQ ensures that a robust monitoring, evaluation, accountability and learning (MEAL) system is in place, and that reliable data is used for decision-making. One of key aspects of the role is ensuring capacity building, mentoring and coaching of technical specialists in order to support program quality in line with global standards and key performance indicators. The Director of PDQ supports donor interface and resource development to ensure that the country office strategy can be delivered.

Qualifications

  • Master's Degree in relevant social science, human rights, development studies, NGO management or equivalent fields
  • A minimum of seven years of progressive senior management and/ or development experience in a corporate or an NGO environment, including experience directing and implementing programs for children
  • Experience in more than one of Save the Children's thematic sectors: education, child protection, child rights governance, health and nutrition, child poverty, emergencies
  • Basic understanding of advocacy, policy, and government systems in the host country

CARE seeks an exceptional and highly experienced individual to provide technical and strategic support to CARE’s South Sudan’s Health and Nutrition program.

In this role, the Health and Nutrition Coordinator (HNC) will be responsible for the overall direction and performance of the health and nutrition program portfolio. The range of duties include playing a critical role in defining the sector’s program principles, objectives and operational strategies; setting standards for project implementation, monitoring and evaluation; overseeing project planning, and budgeting; giving technical assistance to staff; ensuring collaboration with counterpart agencies and representing the Country Office(CO) to external organizations.

Reporting to the Program Quality and Development Coordinator, the HNC will be responsible for new project development, starting with the identification of program interventions appropriate to both the sector and country strategies, all the way through submission of quality proposals. The HNC will assure collaboration and synergies among projects within the sector as well as between this sector and FSL, GBV and Peace building. In addition he/she will provide regular reporting to the Programme Quality and Development Coordinator as per guidelines including preparation and consolidation of monthly, quarterly and annual project reports; and provide technical support for implementation of grants and project activities to assure timely and quality achievement of goals and objectives of the projects and within budget constraints.

ORGANIZATIONAL & DEPARTMENTAL CONTEXT

We are currently looking to fill a Monitoring Officer role in South Sudan. This type of role is found primarily in Regional Bureau (RBs) and/or large Country Offices (COs) and report to the Regional/Country Director or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders at P4 level are expected to formulate Regional/Country monitoring and evaluation strategies, lead various initiatives and contribute to policy development. They also have oversight responsibilities including monitoring compliance to corporate standards.

You will be managing a local core team of international consultants, national staff and enumerators, 29 staff in total, located in Juba. On a regional level, you will be providing strategic guidance to 60-70 staff located throughout the region.

JOB PURPOSE & CHALLENGES

You will be coordinating and supporting WFP staff to generate quality evidence, by collecting and analyzing data in a more efficient and effective way, on the outcomes and effects of WFP’s food assistance activities on the lives of beneficiaries with which to inform operational decision making and strategic re-orientation.

By closing the feedback loop and using information in a more efficient and effective way to improve ongoing programs. You will ensure that appropriate tools and systems are implemented to demonstrate consistent results to internal and external stakeholders.

Based on the challenging environment (credibility of data, complexity of the data collection and analysis, fire-fighting mode etc) it is expected that you will implement a strategy (2018-2020) that will give vision/guidance to staff members, so work will be done in a more strategic/planned way. You will have the opportunity to come up with innovative solutions to tackle the challenges, and pilot those ideas.

KEY ACCOUNTABILITIES (not all-inclusive)

You will be expected to:

  1. Lead the technical monitoring team by providing strategic direction, guidance, advice, mentoring to junior colleagues.
  2. Contribute to the development of country and/or regional monitoring standards and guidelines to ensure that field activities are compliant with corporate strategy, standards and guidelines.
  3. Lead and/or contribute to the development of country and/or regional inter-agency monitoring and evaluation frameworks to ensure that these are practice-oriented and aligned with the goals outlined in the strategic/crisis response plans (S/CRP).
  4. Provide technical advice and quality assurance to field/country offices to ensure that programmes are designed with a monitoring system in place. This should include adequate monitoring budgets are developed, log-frame indicators and outcome targets are appropriate and monitoring, review and evaluation plan is prepared.
  5. Coordinate and oversee monitoring activities on effectiveness of all food assistance interventions (e.g. beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.).
  6. Follow-up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required.
  7. Build capacity of WFP staff and partners through delivery of training and information sharing to increase awareness of the importance of monitoring and evaluation, quality evidence and overall performance management and promote individual and organisational accountability across WFP.
  8. Identify, adapt, and incorporate major lessons learned and best practices in M&E already identified by other organisations, especially UN agencies already working directly with national governments in designing, building, strengthening national results measurement and reporting systems.
  9. Represent WFP at national and inter-agency meetings to engage in strategic discussions on monitoring, including joint outcome monitoring towards the implementation of Agenda 2030, promote the importance of monitoring through building strategic partnerships.
  10. Provide ongoing support to strategic and programme review processes, annual reporting exercises, and for preparing documentation for various field missions.
  11. Apply monitoring and evaluation findings and recommendations to support performance planning and risk analysis, emergency preparedness, security risk management and risk mitigation activities.
  12. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  13. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS (EDUCATION & LANGUAGE)

  • Education

    Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

    Language

EXPERIENCE / KNOWLEDGE / SKILLS

The ideal candidate MUST have:

  • A minimum of eight (8) years of professional experience related to the design and implementation of M&E strategy in development projects, with a proven track record in operational excellence.
  • Managed complex monitoring and evaluation activities across multiple field locations, spanning a range of programme initiatives.
  • Supervised a portfolio of broad HQ-based or large multinational monitoring and evaluation operations.

BACKGROUND

The NGO Forum is a voluntary, independent networking body of currently 184 national and 127 international NGOs that supports its members to effectively respond to the humanitarian and development needs in South Sudan. The Forum is comprised of two main constituencies (national NGOs – NNGOs and international NGOs- INGOs) served by a joint Steering Committee of INGO and NNGO members coordinated by the NGO Secretariat whose main objective are

a) Information sharing

b) External engagement

c) Policy

d) NNGO capacity development

e) Security information sharing

The NGO Secretariat in Juba aspires to enhance the information sharing system among NNGOs across the 10 states, by enhancing already existing systems or providing support in establishing new mechanism for information sharing where there is none, this will be done through facilitation of network management, leadership and communication and trainings. In order to reach its members across the nation at the State levels, the NGO Forum has created and or strengthened NNGO Networks across the States to ensure effective coordination, information sharing and conducting of joint activities at the State levels. To date, seven (7) NNGO networks have been created and are active in the following areas; Aweil, Wau, Yambio, Yei, Torit, Bor and Kwajok.

1.PURPOSE

The overall objective of the training is to build and strengthen the capacity of National Directors and programme development staff on monitoring and evaluation, proposal writing, budgeting and report writing.

This will equip the National Directors and programme development staff with the skills and knowledge to handle data and develop quality reports that will contribute to enhancing resource mobilization and reporting. The anticipated immediate outcome of the training is strengthened teams that can immediately respond to the organizational needs for quality concepts, Programmes and report writing.

2. RATIONALE OF THE ASSIGNMENT

It is envisaged that this assignment will ensure that there are clear sustainable leadership transitioning systems, information sharing, database management/information management, coordination, communication and resource mobilization that will support the NNGOs to enhance state institutional memory and smooth transition across all states of South Sudan.

3. OBJECTIVES OF THE ASSIGNMENT

  • Build and strengthen the capacities of National Directors with skills in Monitoring and Evaluation
  • Build and strengthen the capacities of National Directors with skills in Project Proposal writing

4. SCOPE OF WORK

Whilst the consultant is at liberty to propose his/her own activities that would adequately result in the expected deliverables in Section 7, the following activities are suggested as forming the core of this assignment:

  • Discuss and agree with South Sudan NGO Forum on the final training package and content.
  • Develop the training content and the program for the entire duration of the training period.
  • Propose on the most appropriate training methodology for effective delivery of the assignment.
  • Device the tools required for each session of the training.
  • Satisfactorily facilitate the four participatory training sessions to National Directors ensuring active engagement of all the participants.
  • Share relevant training materials and provide any resource materials for further reading and reference by South Sudan NGO Forum Secretariat staff.
  • Compile and submit quality training report (one soft copy and two bound hard copies).
  • Award certificate of completion to the participants (if applicable)

5. DURATION AND STRUCTURE OF ASSIGNMENT

The assignment will take duration of 51days

  • 60% after presentation of the training report, one soft copy and two bound hard copies each, which should be delivered not more than two weeks after completion of the training.

8. COMPETENCIES OF PROSPECTIVE SERVICE PROVIDER

The consultant should have:

  • Experience in the design and facilitation of training for adults.
  • Proven experience in the design and practical implementation of M&E, proposal writing, budgeting and donor report writing
  • At least 10 years’ experience and knowledge of the South Sudan operating context for NGOs.
  • Proven experience in similar assignments in the South Sudan or within the region.
  • Strong reporting, communication, documentation and presentation skills
  • Demonstration of strong analytical and research skills.

9. ADMINISTRATION

The Consultant may be an individual, firm or company or consortium of companies and should be able to assume duties immediately after appointment.

Position context and key challenges
ACTED has been present in South Sudan since 2007, and is currently operating in Western Bahr-el-Ghazal, Warrap, Jonglei, Upper Nile, Lakes, and Central Equatoria states. ACTED focuses on emergency and relief works around water, sanitation and hygiene promotion; basic infrastructure; food security and livelihoods; and integrated camp management. All of these interventions continue to provide basic and life-saving assistance to vulnerable populations, specifically IDPs, refugees and host communities.
Since the aftermath of the South Sudanese conflict that erupted in December 2013, ACTED has been contributing to the delivery of humanitarian services to 1.7 million displaced persons, 270,767 refugees, and 5.1 million people in need. ACTED continues to providing camp management services in 2 Protection of Civilian (POC) Sites, 1 informal settlement and 2 refugee camps, while contributing to Camp Coordination as co-lead of the Camp Coordination and Camp Management cluster. Acknowledging the importance of engaging in early recovery to transition towards sustainable solutions, ACTED supports communities in improving their livelihoods through the promotion of income generating activities, community saving groups, and Agro Pastoralist Field schools in Greater Bahr al Ghazal, Greater Upper Nile and Lakes.

Position profile

1. Appraisal, Monitoring and Evaluation Systems
1.1. Technical and Systems Development
a) Develop and regularly update the country AME strategy;
b) Develop and regularly update consolidated AME work plan covering all ongoing projects and planned
assessments of the mission;
c) Develop a clear AME framework for each ongoing project based on project proposals, implementation plans, and
donor reporting requirements;
d) Oversee the development, measurement, and reporting of qualitative and quantitative input, process, output,
outcome, impact, objective, and goal-level performance indicators for all projects;
e) Ensure that proposal budgets developed capture appropriate cost and financial information to enable
implementation of both internal and external AME components;
f) Ensure that AME findings are reflected and their recommendations are incorporated in future concept notes,
proposals and implementation plans;
g) Identify and design innovative practices to improve organizational efficiency and effectiveness in AME and
general project management and incorporate them in the country AME strategy;
h) Implement the AME policies and procedures as described in the ACTED AME standard guidelines and make
sure that the tools are followed as applicable;
i) Ensure an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site
visits, manuals, and other technical support as needed. Ensure systems are well understood and properly
implemented by staff and partners;
1.2. AME Implementation and Management
a) Oversee the development of mission plans for any assessments, monitoring and evaluations (baselines, midterms,
endlines) for each of the projects;
b) Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies
(e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information
dissemination/utilization plans;
c) Provide technical guidance and oversight over data collection activities and ensure that data collection teams are
organized and resourced as needed, and that they deliver as per field mission plans and according to data quality
standards;
d) Analyze AME data and produce reports, factsheets with useful statistical analysis and presentation (charts,
tables, histograms, box plots) as necessary in a timely manner;
e) Oversee providing data to the Project Development Team for use in preparation of reports to donors and other
stakeholders, as required;
f) In collaboration with coordination, trigger the necessary needs assessment(s) to ensure proposals are relevant;
g) Contribute to donor proposals and fundraising efforts (particularly logical-framework designs and formulation of
SMART indicators) and reports, through analysis and interpretation of findings;
h) Provide AME related capacity building and awareness to implementing partners and other institutions supported
by ACTED as appropriate;
i) Implement any recommendation discussed and agreed with the country management team and the ACTED
Director of Programmes;
j) Represent ACTED in different forums on AME related issues when required.
2. Database and GIS
a) Oversee the development, on-going modifications, strengthening and functioning of the country level data
management;
b) Monitor roll out and functionality of Database Management Systems (DBMS) and GIS across users including
implementing partners as required;
c) Develop strategies to increase data use and demand amongst relevant staff and other data/information users;
d) Design and maintain electronic and paper-based MIS/GIS systems for tracking and reporting all quantitative
(spatial and non-spatial) data and information;
e) Oversee the development, on-going modifications, strengthening and functioning of the country-level data and
GIS management systems;
f) Facilitate trainings for non AME staff (e.g. PMs, PDs, TCs) on the use of project databases and atabase related
reporting; for example, reporting on ACTED’s 16 global strategic program indicators;
g) Provide capacity building on effective use of GIS/DB products and systems – or ensure that GIS/DB staff deliver
this efficiently and effectively.
3. Learning
a) Contribute to proactive dissemination and use of knowledge gained through AME activities among Project
Managers, Technical Coordinators and Project Development Manager/Officers;
b) Organize and facilitate learning events in order to capture best practices and lessons learnt when a project closes
or as required;
c) Document and share the lessons learnt and best practices on time and ensure that the knowledge gained
contributes to the improvement of projects and influence the strategic development of future projects and activities;
d) Support project implementation and improvement by providing timely information around project successes to be
scaled up as well as challenges to allow ‘course correction’ throughout life of the program.
4. Beneficiary Complaints and Response Mechanism
a) Establish, implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country
mission in line with ACTED standard beneficiary CRM procedures;
b) Ensure the effective functioning of the beneficiary CRM and that beneficiary complaints/feedback is adequately
captured, analyzed, addressed and responded to in a timely manner and utilized by the program and coordination
teams;
c) Oversee the proper management of the project CRM central database;
e) Build capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and
CRM.
5. AME Team Leadership
5.1. Team Management
a) Ensure that staff in the department understand and are able to perform their roles and responsibilities;
b) Manage AME, Database, GIS and Accountability staff delineating their responsibilities and follow-up the work
plans and day-to-day activities;
c) Ensure a positive working environment and good team dynamics;
d) Manage interpersonal conflicts between departmental staff members;
e) Undertake regular appraisals of staff and follow career management;
f) Ensure that the team retains all that is distinctive about ACTED including the organizations values and beliefs,
global identity, coherence and consistency, and independence and impartiality.
5.2. Capacity Building and Training
g) Identify the AME training needs of AMEU staff, discuss plans with the coordination and HR for both internal and
external trainings, and implement them according to AME strategic and operational priorities;
h) Coach, train, and mentor AME Officers with the aim of strengthening their technical capacity, exchanging
knowledge within the AME team and providing professional development guidance.

Qualifications
